The elections of June 19 gave Alberto Núñez Feijóo a way to deal with what seemed to be an unstoppable growth of

Vox

that has little to do with the disruptive strategy of Isabel Díaz Ayuso.

Juanma Moreno's formula, offering more institutional collaboration than confrontation during the pandemic and appropriating the discourse, the flags and even the social allies of the Andalusian

PSOE

, has been an electoral success.

If Díaz Ayuso has built a character around his rebellious ways of understanding relations between administrations and disputing cultural battles with Vox;

the image of a moderate Juanma Moreno, who flees from coarse language and who thrives on agreement in the face of dispute, is also, to some extent, the fruit of a strategy that sells management efficiency instead of ideology.

However, there is no more ideological proposal than a massive tax cut like the one that Moreno's team promised in his first term and has rescued for the second, say his opponents on the left.

In the economic model, the bet of Juanma Moreno and that of Díaz Ayuso do not differ greatly.

But the PP is aware that Moreno and Díaz Ayuso represent two ways of making opposition from the institutions.

And he is convinced that the PSOE sees in this alleged internal contradiction a wedge through which to break the internal cohesion of the Núñez Feijóo project, which does not seem alarmed by that bicephaly, which at the moment is paying off and has Sánchez upset.

The Deputy Secretary for Regional and Local Coordination of the PP,

Pedro Rollán,

accused the Government of Pedro Sánchez this Saturday, in an interview with Europa Press, of giving "guidelines" to his ministers to "try to generate" a climate of confrontation between the current leadership of Alberto Núñez Feijóo and the president of the Community of Madrid, following criticism of the Government's energy saving plan.

Throughout the week, each minister, from Calviño to María Jesus Montero, Planas, Ribera or Robles, pointed to Ayuso while calling Feijóo to put order in the game.

But in parallel there is another effective strategy for the

popular ones

.

With guidelines or without them, Moreno resists the fact that the president of the Community of Madrid is the one who marks the only path that the rest of the barons have to travel, forcing a style of doing politics in which not everyone feels comfortable and questioning, once again, the role of the national executive in designing the party's strategies.

If Juanma Moreno's formula of moderation within the Andalusian PP has triumphed, it has not been without internal tensions either.

To begin with, because there were voices in the party that reproached the president of the Board for always acting from the Junta's mockery without contributing too much to the

higher end

that for the PP is to get Pedro Sánchez out of Moncloa.

In the deterioration of the prestige of the Government of the

PSOE and Podemos

, without a doubt the overacting of Díaz Ayuso is much more effective.

So much so that Pablo Casado ended up viewing her as a dangerous internal competitor.

Moreno has also been criticized for the fact that the change in direction in the Board had not been sufficiently visible.

In the end, "clientism and the liberal consensus have changed faces but remain intact in Andalusia," said Macarena Olona, ​​even accusing the PP of excessive sympathy with the old socialist corruption.

And yet, there was some truth to that assessment.

Juanma Moreno has not wanted to make firewood from the

The work in the courts had already been done and a correct reading of the polls had led him to the conviction that the electoral growth for the right-wing was blocked by the presence of Vox;

while there was an important fishing ground of old socialist voters in which the nets could be cast.

During the electoral debates on television, Juanma Moreno barely spoke about the corruption of the ERE.

The electoral advance prevented Andalusians from going to the polls knowing the Supreme Court ruling (which has ratified the convictions).

Moreno also did not wait for Parliament to fully approve the harsh opinion of the Faffe investigation commission.

Corruption was amortized and the old socialist voter had to be seduced, not insulted.

More than

170,000 Andalusians

who gave their support to Susana Díaz in 2018 voted for Juanma Moreno last 19-J, according to post-election polls.

The analysis and strategy had been a success.

After 19-J, Moreno's PP is again torn between two possible strategies.

With an absolute majority, Juanma Moreno's hands are free to decide what role she wants to play at the national level.

At the moment, in the controversy caused by the decree for the energy cut, the Andalusian Government has maintained the same line as in the previous legislature: criticism of the forms of the Pedro Sánchez Government but commitment to negotiation.

"I am not in favor of opening judicial battles," said the president.

The Board has taken its time (three months) to decide whether to file an appeal of unconstitutionality.

The Government of Díaz Ayuso did not need even half an hour to have it clear.

And from Genoa they give "freedom" to one and the other convinced that the double wedge gives returns to Núñez Feijóo.

In the new Moreno government there is enough political experience and party culture to put the entire apparatus of the Junta at the service of the PP's strategy to win the general elections.

The current Minister of the Presidency,

Antonio Sanz , who was

Javier Arenas

's number two for years

and has replaced

Elías Bendodo

as Moreno's squire, has a plan and a left hand to play the role that is asked of him.

But, for the moment, it does not seem that there are instructions to draw all the institutional arsenal in the confrontation strategy -of which the socialist governments of the Junta were always so effective when the PP was in Moncloa-.

Moreno has carried out a profound remodeling of his government: he has surrounded himself with the most loyal but has also reached out to former

Casadistas

to dismantle any threat of internal opposition and has even rescued several senior Citizens officials.

He has also rewarded the PP lawyer in the ERE with a general secretariat.

And yet, almost two months after the election, he still hasn't appointed a spokesman for his executive.

It does not seem like an appointment that Moreno wants to take lightly.

And only when his decision is known will there be any more information about the imprint he wants to give to his second term.

Bolaños follows the script

The Minister of the Presidency, Félix Bolaños, fulfilled this Saturday with the script of the Socialists, which marks that the PP's speech must be discredited by underlining how Isabel Díaz Ayuso marks the step for the direction of Genoa.

Bolaños lamented the "role" of the leader of the Popular Party, Alberto Núñez Feijóo, of whom he said "he is dancing to the tune set by some regional leader" and in Europe "going against the tide of all European governments of different colors in the need to save energy' in this country.
