Among these, in the First Committee, which discusses disarmament of nuclear-weapon states, the chairman compiled the first draft of the final document by the 13th and presented it to each country.



The draft promises that nuclear-weapon states will adopt a “no-first-use” policy of not using nuclear weapons except in response to a nuclear attack, and that they will not use or threaten to use nuclear weapons against non-nuclear-weapon states.
