Minister of Justice Han Dong-hoon refuted the opposition's criticism that the amendment to the enforcement ordinance related to the 'Inspection and Completion Act' (revised Prosecutor's Office Act, Criminal Procedure Act) announced yesterday (12th) incapacitated the legislative function of the National Assembly and said, 'I did it according to the law'. stated its position.



In an additional explanatory material distributed today, Minister Han said, "The government will implement exactly as prescribed by the law made by the National Assembly."



Yesterday, the Ministry of Justice introduced an amendment to the 'Regulations on the Scope of Investigation Started by Prosecutors' (Investigation Startup Regulations).



The scope of direct investigation by the prosecution after the enactment of the 'Complete Inspection Act' will be reduced to 'important crimes prescribed by Presidential Decree, such as corruption and economic crimes'. It allowed the prosecution to investigate some crimes that were classified as public officials and election crimes.



The Democratic Party of Korea, which led the legislation of the 'Inspection and Obstruction Act', strongly criticized the announcement of the amendment to the enforcement ordinance of the Ministry of Justice, saying, "All-out war with the National Assembly will not be avoided."



Although the law entrusted the establishment of the scope of crimes in the enforcement decree, it was also pointed out that ignoring the legislative purpose of the National Assembly to 'reduce the total amount of investigation by the prosecution' and effectively restoring the prosecution's investigation area was 'enforcement ordinance politics' that goes against the principle of representative democracy.



Regarding this, Minister Han said, "I would like you to point out specifically which part of the enforcement ordinance is out of the mandate of the law, rather than emotional political slogans such as 'politics of enforcement ordinances' or 'ignorance of the National Assembly.' It's a crime," he said, "to enforce the law made by the National Assembly."



He also said, "The people are well aware that when they tried to pass the censorship law by ignoring the constitutional process with the power of the majority, it was 'the intention and the heart's intention to prevent the investigation of important crimes'. It is neither common sense nor against the law to ask people to follow their 'intentions and intentions' even while ignoring the law. If the government puts its hand on crime response, it would rather be negligence."



Minister Han also said, "Why should we not conduct investigations of gangsters harassing ordinary people, drug trafficking investigations, voice phishing investigations, abuse investigations using public office, and false investigations?"



He added, "With regard to the enforcement ordinance, the Minister of Justice will go out and explain to the people faithfully whenever the National Assembly calls it."
