The copyright order of works provided by persons with disabilities is regulated to further promote the effective implementation of the Copyright Law and the Marrakesh Treaty, and to protect the cultural rights and interests of persons with print disabilities.

　　In order to ensure that persons with print disabilities can equally participate in cultural life and share the fruits of civilization development, China has revised the relevant provisions of the Copyright Law and ratified the Marrakesh Treaty.

On May 5, 2022, the Marrakesh Treaty entered into force for China.

The "Interim Regulations" issued this time are mainly based on the Copyright Law and the "Marrakesh Treaty", which stipulates important concepts, rules and requirements, subject qualifications, and compliance supervision for providing works to persons with print disabilities in a barrier-free manner. Providing an accessible format version to provide specific guidelines is conducive to the implementation of the copyright law and the Marrakesh Treaty's support for people with print disabilities, and is also conducive to protecting the legitimate rights and interests of rights holders from unreasonable damage.

　　The "Interim Provisions" clarifies that persons with dyslexia include visually impaired persons and persons who cannot read normally due to visual defects, perceptual impairments, physical disabilities, etc.; the clearly accessible format version refers to the use of alternative methods or forms to enable persons with dyslexia to perceive and effectively The version of the work used; explicitly make the published work into an accessible format version and provide it to people with reading disabilities, without the permission of the copyright owner and without paying them, but the relevant requirements should be complied with.

　　The "Interim Regulations" stipulate that the production and provision of accessible format versions shall comply with the designation of the author's name or title, the title of the work, the use of works from legal sources, and the respect of the integrity of the work.
