The material says that due to Germany's refusal to provide loan guarantees to Kyiv in the amount of up to €9 billion, the EC was forced to develop a new project.

“Berlin argued that Kyiv, which was already deep in debt, would be better off with grants,” the article noted.

The new plan provides for EU payments of up to €5 billion in long-term guaranteed loans provided by EU countries in accordance with their contribution to the union's budget.

Interest payments, specified in the article, will be subsidized from the EU budget.

The remaining amount, about €3 billion, is planned to be provided in the form of grants, officials said.

Earlier, President of the European Commission Ursula von der Leyen said that the EU allocated €1 billion to Ukraine through the European Investment Bank.
