Russian President Vladimir Putin, at a meeting with Deputy Prime Minister Marat Khusnullin, stated the need to create normal living conditions for residents of the Donbass republics before the start of the winter period.

The head of state noted that Russia, within the framework of international obligations, provides assistance to the Donetsk and Lugansk people's republics.

However, the special military operation carried out on their territory is associated with great trials for people, significant costs and destruction.

According to the president, the leadership of the DPR and LPR appeals to Moscow "with a request to assist in the restoration of social and engineering infrastructure, as well as social facilities and the residential part of the respective settlements."

“Therefore, I would ask you to work out these issues in contact with the leadership of the Luhansk and Donetsk People's Republics.

Especially since now is the height of summer, but still, winter is also just around the corner - and people need to spend this winter in normal, human conditions, so that later they can calmly go to construction and, accordingly, to receive decent housing for people, ”- Putin said.

The Russian leader also drew the interlocutor’s attention that the DPR authorities asked, in particular, to assist in the construction of a multidisciplinary medical center in Mariupol, and a perinatal center in Donetsk: “I think that both can be built within a couple of years, moreover, in Mariupol - as for the multidisciplinary medical center - this can be done with the FMBA.

In turn, Marat Khusnullin spoke about the development of a mechanism for providing certificates for the purchase of housing instead of destroyed and payments for the repair of apartments and private houses.

“You instructed to work out the possibility of a lump sum payment.

We took as a basis the mechanism that was approved in Irkutsk during the flood - you know it well: I headed the headquarters there on your instructions and constantly reported to you about these issues.

Here we propose to apply the same mechanism in these territories.

And everyone who wants to repair, we will provide a payment.

If you approved such approaches, we would prepare an appropriate order together with the Donetsk Republic and approve it at the government level,” the Deputy Prime Minister said.

Vladimir Putin replied that the initiative should be extended to the residents of the LPR: “Let's do it.

But this should concern not only the Donetsk Republic, but also, say, the Lugansk Republic, where it is in demand, and where people are waiting for it.”

Khusnullin also said that according to the developed master plan, the complete restoration of Mariupol is possible within three years.

“I can say that according to the plan that is presented here, within three years we can fully restore the city.

Moreover, we have scheduled for the construction of apartment buildings, for current repairs ... completely all social infrastructure facilities.

I can say that this year we will restore 90 social infrastructure facilities (kindergartens, schools, hospitals).

According to the Deputy Prime Minister, the master plan of the city provides for "completely new standards of streets with parking space, with landscaping."

“We have created a completely new transport infrastructure, and we want to use the railway as well.

And also to restore the entire tram service.

We are planning to make a new transport interchange hub, where there will be a railway station, a port and tram lines,” he added.

Khusnullin drew the attention of the head of state that the fate of the Azovstal plant is being discussed with the residents of Mariupol: “It is still possible to save some jobs there without restoring hazardous production.”

At the same time, he said that there are 40 million tons of waste on the territory of the plant, which must be cleaned up.

In May, it became known that the Russian regions would take patronage over individual cities and districts of the Donbass republics.

At the same time, it was reported that over 1.5 thousand specialists from the Russian Federation were sent to the liberated territories of Donbass to restore key civilian infrastructure and housing and communal services.
