The suicide of Romain Farina, in April 2016 in his cell in Corbas prison (Rhône), deprived the many families of Rhône-Alpes victims of a criminal trial.

This director of the Mas de la Raz school in Villefontaine (Isère), indicted and imprisoned a year earlier for "aggravated rape and sexual assault on minors", imposed fellatio on his students as part of "workshops taste ".

If the case with 48 victims in seven schools (in Saint-Clair-de-la-Tour, Vénissieux and Villefontaine) broke out in March 2015, the man had been sentenced in 2008 for possession of child pornography images.

Facts of which the rectorate had not been informed at the time, which had allowed Romain Farina to continue to exercise, and to abuse children, for seven years.

This is why the family of a victim of Villefontaine had lodged a complaint by seizing the administrative court of Grenoble.

As Le Parisien

revealed on Monday

, the State has just been condemned by the administrative court of Grenoble for malfunctions in this file.

No alleged breach of the prison administration

As early as March 29, 2015, Manuel Valls, then Prime Minister, felt that "failures and probably faults" had been committed.

The non-transmission to the rectorate of the sentence by the Bourgoin-Jallieu prosecutor's office is, according to the court, "a fault committed by the services of the State".

Despite the existence of several circulars, at the time he had “not taken any specific organizational measure” to allow the judicial institution to respond to this request.

It took the vote in 2016 of a specific law, following the outcry linked to this case of pedophilia in Villefontaine, to fill this gap.

The criminal records of all the teachers in France had then been checked, which was a first at the time.

"The lack of communication between the State services did not allow the rectorate responsible for the management of Romain Farina to take the necessary measures for the protection of minors placed under his authority", have just concluded the judges, who therefore exonerate the Ministry of National Education.

No breach has also been blamed on the prison administration, which had failed to prevent the suicide of Romain Farina, despite two previous attempts.
