The final statement of the (Jeddah Summit for Security and Development)

Today, the final statement of the (Jeddah Summit for Security and Development) was issued for the countries of the Cooperation Council for the Arab States of the Gulf, Jordan, Egypt, Iraq and the United States, the text of which is as follows:

1 - At the kind invitation of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia, the leaders of the Cooperation Council for the Arab States of the Gulf, the Hashemite Kingdom of Jordan, the Arab Republic of Egypt, the Republic of Iraq, and the United States of America held a joint summit in Jeddah, Kingdom of Saudi Arabia. Saudi Arabia, on July 16, 2022, with the aim of confirming their historical partnership and deepening their joint cooperation in all fields.

2 - The leaders welcomed President Biden's emphasis on the importance the United States attaches to its decades-long strategic partnerships in the Middle East, the United States' enduring commitment to the security and defense of its partners, and its awareness of the region's central role in linking the Indo-Pacific with Europe, Africa and the Americas.

3- The leaders affirmed their common vision for a region of peace and prosperity, and what this requires is the importance of taking all necessary measures in order to preserve the security and stability of the region, develop means of cooperation and integration between its countries, jointly address the challenges it faces, adhere to the rules of good-neighbourliness, mutual respect and respect for sovereignty and territorial integrity. .

4- President Biden reiterated the US commitment to work towards achieving a just, comprehensive and lasting peace in the Middle East.

The leaders stressed the need to reach a just solution to the Palestinian-Israeli conflict on the basis of the two-state solution, stressing the importance of the Arab initiative.

The leaders stressed the need to stop all unilateral measures that undermine the two-state solution, and to respect the historical status quo in Jerusalem and its holy sites, and the main role of the Hashemite guardianship in this context.

The leaders also stressed the importance of supporting the Palestinian economy and the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).

President Biden praised the important roles in the peace process of Jordan, Egypt, and the countries of the Cooperation Council for the Arab States of the Gulf, and their support for the Palestinian people and its institutions.

5- The leaders renewed their determination to develop cooperation, regional integration and joint projects between their countries in a way that contributes to achieving sustainable development, collectively addressing climate challenges by accelerating environmental ambitions, and supporting innovation and partnerships, including using the circular carbon economy approach and developing renewable sources of energy.

In this context, the leaders praised the electrical interconnection agreements between the Kingdom of Saudi Arabia and Iraq, the Cooperation Council for the Arab States of the Gulf and Iraq, between the Kingdom of Saudi Arabia and each of Jordan and Egypt, and the electrical linkage between Egypt, Jordan and Iraq.

6- The leaders praised the "Green Saudi Arabia" and "Green Middle East" initiatives announced by His Royal Highness, Crown Prince of the Kingdom of Saudi Arabia.

The leaders expressed their aspiration for the active and positive contribution of all to the success of the (27th United Nations Climate Change Conference) hosted by the Arab Republic of Egypt, the (28th United Nations Climate Change Conference) hosted by the United Arab Emirates, and (International Horticultural Exhibition 2023). hosted by the State of Qatar.

Entitled "Green Desert, Better Environment 2023 - 2024".

7- The leaders stressed the importance of achieving energy security and the stability of energy markets, while working to promote investment in technologies and projects that aim to reduce emissions and remove carbon in line with national commitments.

The leaders also commended the efforts of (OPEC +) aimed at stabilizing the oil markets in a manner that serves the interests of consumers and producers and supports economic growth, and the (OPEC +) decision to increase production for the months of July and August, and praised the leading role of the Kingdom of Saudi Arabia in achieving consensus among the members of (OPEC +).

8 - The leaders renewed their support for the Treaty on the Non-Proliferation of Nuclear Weapons, and for the goal of preventing the spread of nuclear weapons in the region.

The leaders also renewed their call on the Islamic Republic of Iran to cooperate fully with the International Atomic Energy Agency and with the countries of the region, to keep the Arab Gulf region free of weapons of mass destruction, and to maintain regional and international security and stability.

9- The leaders reiterated their strong condemnation of terrorism in all its forms and manifestations, and their determination to strengthen regional and international efforts to combat terrorism and violent extremism, prevent the financing, arming and recruitment of terrorist groups of all individuals and entities, and confront all activities that threaten the security and stability of the region.

10 - The leaders affirmed their strong condemnation of terrorist attacks against civilians, civilian objects and energy installations in the Kingdom of Saudi Arabia and the United Arab Emirates, and against commercial ships sailing in the vital international trade lanes in the Strait of Hormuz and Bab al-Mandab, and stressed the need to adhere to relevant Security Council resolutions, including the Security Council resolution Security 2624.

11- The leaders renewed their full support for the sovereignty, security, stability, development and prosperity of Iraq, and for all of its efforts to combat terrorism.

The leaders also welcomed the positive role played by Iraq to facilitate communication and build confidence among the countries of the region.

12- The leaders welcomed the armistice in Yemen and the formation of the Presidential Leadership Council, expressing their hope that a political solution would be reached in accordance with the terms of reference of the Gulf initiative and its implementation mechanism and the outcomes of the comprehensive national dialogue, and Security Council resolutions, including Security Council Resolution 2216. The leaders called on all Yemeni parties to seize the opportunity and start Direct negotiations under the auspices of the United Nations.

The leaders also stressed the importance of continuing to support the humanitarian and relief needs, as well as economic and development support for the Yemeni people, and to ensure their access to all parts of Yemen.

13- The leaders stressed the need to intensify efforts to reach a political solution to the Syrian crisis, in a manner that preserves Syria's unity and sovereignty, and meets the aspirations of its people, in line with Security Council Resolution 2254. The leaders stressed the importance of providing the necessary support to Syrian refugees and the countries hosting them, and for humanitarian aid to reach all regions Syria.

14- The leaders expressed their support for Lebanon's sovereignty, security and stability, and all the reforms needed to achieve its economic recovery.

The leaders commended the holding of the parliamentary elections, empowered by the Lebanese army and the internal security forces.

Regarding the upcoming presidential elections, they called on all Lebanese parties to respect the constitution and constitutional deadlines.

The leaders commended the efforts of the friends and partners of Lebanon in restoring and strengthening trust and cooperation between Lebanon and the countries of the Cooperation Council for the Arab States of the Gulf, and their support for the role of the Lebanese Army and the Internal Security Forces in maintaining Lebanon's security.

The leaders particularly commended the initiatives of the State of Kuwait aimed at building joint action between Lebanon and the countries of the Cooperation Council for the Arab States of the Gulf, and the State of Qatar's recent announcement of its direct support for the salaries of the Lebanese army.

The United States confirmed its intention to develop a similar program to support the Lebanese Army and the Internal Security Forces.

15- The leaders renewed their support for efforts to resolve the Libyan crisis in accordance with the relevant Security Council resolutions, including resolutions 2570 and 2571, and the need to hold presidential and parliamentary elections side by side as soon as possible, and the exit of all foreign fighters and mercenaries without delay.

The leaders renewed their support for the unification of the military institutions under the supervision of the United Nations.

The leaders expressed their appreciation for the Arab Republic of Egypt's hosting of the Libyan constitutional dialogue in support of the political process backed by the United Nations.

16- The leaders affirmed their support for efforts to achieve stability in Sudan, complete and succeed the transitional phase, encourage consensus between the Sudanese parties, maintain the cohesion of the state and its institutions, and support Sudan in facing economic challenges.

17- Regarding the Grand Ethiopian Renaissance Dam, the leaders expressed their support for Egyptian water security, and for a diplomatic solution that achieves the interests of all parties and contributes to peace and prosperity in the region.

The leaders stressed the need to reach an agreement on filling and operating the dam within a reasonable time, as stipulated in the presidential statement of the President of the Security Council issued on September 15, 2021, and in accordance with international law.

18- With regard to the war in Ukraine, the leaders reiterate the need to respect the principles of international law, including the Charter of the United Nations, the sovereignty and territorial integrity of states, and the obligation not to use or threaten force.

The leaders urge the international community and all countries to redouble efforts to reach a peaceful solution, end human suffering, support refugees, displaced people and those affected by war, facilitate the export of grain and foodstuffs, and support food security for the affected countries.

19- With regard to Afghanistan, the leaders emphasized the importance of continuing and intensifying efforts to support the delivery of humanitarian aid to Afghanistan, to deal with the danger of terrorists present in Afghanistan, and to strive for the Afghan people of all stripes to obtain their basic rights and freedoms, especially in education and health care, according to the highest possible standards. Work, especially for women.

The leaders expressed their appreciation for the role of the State of Qatar in supporting the security and stability of the Afghan people.

20- The leaders welcomed the preparations of Qatar to host the 2022 World Cup, and renewed their support for everything that would make it a success.

21- The leaders affirmed their commitment to hold their meeting again in the future.
