He added that the first trains would contain cement, as well as other goods.
On July 13, the European Commission announced that rail transit to Kaliningrad is allowed subject to the control of goods.
Alikhanov said that the EC recommendations removed a significant amount of restrictions on transit to Kaliningrad.
