Vladimir Putin has appointed former Deputy Prime Minister Yury Borisov as head of the state corporation Roskosmos.

The corresponding decree was published on the website of the head of state.

“To appoint Yury Ivanovich Borisov as the General Director of the State Corporation for Space Activities “Roscosmos”.

This decree comes into force from the date of its signing,” the document reads.

Before that, the President signed a decree on the release of Borisov from the post of Deputy Prime Minister.

The former head of Roscosmos, Dmitry Rogozin, was also relieved of his post by another decree of the head of state.

Presidential spokesman Dmitry Peskov said that Rogozin's removal from office was not connected with any claims to his work.

“No, in no case, this is not connected with any claims, everything is fine there,” Peskov answered the corresponding question from TASS. 

The presidential press secretary added that Rogozin "will be employed" and will go to a new job.

Yuri Borisov was born on December 31, 1956 in the city of Vyshny Volochek.

In 1978, he graduated from the Pushkin Higher Command School of Air Defense Radio Electronics, and in 1985, from the Faculty of Computational Mathematics and Cybernetics of Lomonosov Moscow State University.

In 2004-2008, Borisov worked at the Federal Agency for Industry (Rosprom).

In the period from 2008 to 2011, he was Deputy Minister of Industry and Trade of the Russian Federation.

In 2011, Borisov became the first deputy chairman of the Military-Industrial Commission under the Government of the Russian Federation, and in 2012 - deputy head of the Russian Defense Ministry.

In these posts, he oversaw the rearmament of the Russian army.

Since May 2018, Borisov has served as Deputy Prime Minister of the Russian Federation.

Before that, he served as deputy head of government for the military-industrial complex.

Manturov - Deputy Prime Minister

Another personnel decision approved by the head of state was the appointment of Denis Manturov to the post of Deputy Prime Minister.

“In accordance with clause “d” of Article 83 of the Constitution of the Russian Federation, appoint Denis Valentinovich Manturov as Deputy Chairman of the Government of the Russian Federation - Minister of Industry and Trade, releasing him from his post.

This decree comes into force from the date of its signing,” reads the corresponding presidential decree.

Earlier, the State Duma supported Manturov's candidacy for the post of Deputy Prime Minister.

Before that, the deputies of the relevant State Duma Committee on Industry and Trade also recommended that Manturov be approved for the proposed position.

Shortly before the procedure for voting in the State Duma and subsequent approval by the president, the head of the Russian government, Mikhail Mishustin, wished Manturov good luck and described him as a professional with extensive work experience.

“Now, in the face of unprecedented sanctions, a high speed of decision-making and their further implementation is required, because industries are subject to various restrictions and prohibitions, and it is necessary to respond as flexibly as possible to the current dynamics,” Mishustin said on July 14 during a government meeting.
