He also said that Western countries lacked the diplomatic art and desire to negotiate on the relevant UN Security Council resolution.

In July 2021, the UN Security Council unanimously adopted a resolution on the extension of the cross-border assistance mechanism in Syria, which was jointly prepared by Russia, the United States, Ireland and Norway.
