Zhou Xuewen, Deputy Minister of Emergency Management and Deputy Minister of Ministry of Water Resources, introduced at the meeting that this year, the flood season started early, there were many torrential rains, and local disasters were severe.

  First, there are many heavy rainfall processes, and the rain areas are highly overlapping.

Since the beginning of the flood season, there have been 18 regional rainstorms in our country, and the number in South China and Fujian has increased by 20% to 100%.

The rainfall in Guangdong and Guangxi is the most since meteorological records, and the rainfall in central Guangdong, northern Guangxi and northern Fujian exceeded 1200 mm.

Recently, the first typhoon "Siamba" to make landfall this year and its circulation cloud system have brought extensive heavy rainfall to many places.

  The second is that there are many rivers that exceed the warning level, and the Pearl River Basin has heavy flood conditions.

This year, 487 rivers across the country experienced floods that exceeded the warning level, 40 rivers exceeded the guaranteed water level, and 13 rivers experienced the largest floods since recorded records, mainly in Guangdong, Guangxi, Fujian, Jiangxi, and the Pearl River twice. Larger floods occurred in the Beijiang River.

  Third, there are many engineering dangers, and mountain torrent geological disasters are serious.

There are 11 small and medium-sized reservoirs in Hunan, Guangdong and other places. Dangerous situations have occurred. Le'an River and Xinjiang River in Jiangxi have overflowed and collapsed dykes. Shaoguan, Yingde and other cities in Guangdong have been seriously flooded. More than 4,000 cases occurred in June alone, and the death toll from geological disasters accounted for nearly half of natural disasters.

  Fourth, the disasters suffered heavy losses and the casualties dropped significantly.

Since the beginning of this year, flood disasters have affected 21.805 million person-times, resulting in a direct economic loss of 64.76 billion yuan, emergency transfer and resettlement of 1.239 million people, and flood disasters have caused 40 deaths and missing people, a drop of more than 70% compared with the average of the same period in the past five years.

  Zhou Xuewen said that at present, the national flood control work is about to enter the critical period of "seven down and eight ups". It is expected that from July to August, there will be more rainfall in northern China, southern China, southwest China and other places, and flood disasters will be heavier. Xinjiang, East China, and Central China Periods of meteorological drought may occur in the land, and it is expected that the landfall typhoon will be dominated by the northwest, and the possibility of landfall in the north is high.

In the early stage of the southern region, the flood situation was heavier, and there were many flood-damaged projects. In the later stage, there were still strong rainfall and typhoon effects.

The northern region has a weak foundation for disaster prevention, and most of them have not experienced the test of major floods, so they must be highly vigilant.

The flood control work is facing the dual pressures of the north and the south, and the flood control situation is not optimistic.
