"I hereby delegate to the Secretary of State the authority to ... direct up to $400 million in funding for defense products and services of the United States Department of Defense, as well as for training and education in assistance to Ukraine," the message reads.
Earlier, the Pentagon announced the US intention to provide Ukraine with a new $400 million military aid package.
A spokeswoman for the US Department of Defense spoke about planning for the supply of weapons to Ukraine "for months and years ahead."
