"He has realized that he needs help to get his life in order and is positive about receiving support from the social services," it says in a ruling from 2018.

The text is about a then 15-year-old boy who is being cared for by the social services committee in Kalmar.

He is then suspected of "serious crime" and uses drugs.

In May 2022, the boy is shot to death outside Funkaboskolan in Kalmar.

SVT has reviewed judgments from a dozen of the people who in various ways are connected to the criminal network in Norrliden or to recent shootings.

In the majority, we find that the people have had contact with the social services for several years before the violence escalated in Kalmar.

- Without going into individual cases, I can say that resources have been put into those individuals, says Johan Persson (S), chairman of the municipal board.

New initiatives against criminals

In the last two years, the government in Kalmar has contributed close to 35 million to safety and security in the municipality.

Last winter, the municipality began working with SSPF - a method for capturing norm-breaking children and in the autumn to start with social intervention groups - a method for getting young people to break a criminal lifestyle.

They have also started to build a defector business.

But these are methods that have been used in other municipalities for several years.

SSPF, was also tested in Kalmar several years ago.

Shouldn't you have made these efforts four or five years ago?

- We have invested both time and resources in these individuals.

But then it has not been done within the framework of social action groups.

But it is starting now and it has to do with the assessment that it is needed, says Johan Persson.
