The new Rules provide for the possibility of installing shower cabins in the cells, which will enable prisoners to wash more than once a week for at least 15 minutes, as provided by the regulations.

The PMC of Moscow notes that this will also reduce the burden on guards, who must escort prisoners to showers.

The adopted document guarantees daily washing in the shower for pregnant women and women kept in isolation wards with children, as well as for the disabled.

For the latter, special bathrooms will now be equipped.

Human rights activists believe that an important innovation is the consolidation of the right of prisoners to exercise both in specially equipped rooms (for a fee) and free of charge in exercise yards where the administration can place sports equipment.

Previously, TAPs provided for the possibility of playing sports only for juvenile prisoners.

“In some pre-trial detention centers in Moscow, sports rooms already exist, and in the Lefortovo pre-trial detention center, where the area of ​​\u200b\u200bdouble cells is only 8 square meters.

From there, a large number of complaints were received about the inability to play sports.

The administration of Lefortovo referred to the Rules, which have now become invalid, where physical exercises and sports equipment were provided only for minors, ”a representative of the PMC said in an interview with RT.

The new rules also provide for the use of e-books by prisoners (without Internet access), as well as sending and receiving e-mails through the administration of the detention facilities. 

In addition, the TAP regulates the mechanism for involving those arrested during the investigation to work on the territory of pre-trial detention centers.

Earlier, the PMC noted that the adopted document was prepared with the participation of the human rights community and took into account many of its recommendations.
