Two and a half months after the re-election of Emmanuel Macron, time for action?

Elisabeth Borne lives, Wednesday, July 6, her baptism of fire in front of the Parliament, where she will pronounce her declaration of general policy, in search of compromise but without asking for a confidence that the oppositions already refuse her.

Unlike most of her predecessors, the Prime Minister will not engage her responsibility with a vote of confidence, at the risk of poisoning the debates which will follow her speech at 3 p.m. before the deputies, then 9 p.m. before the senators.

The vote of confidence, in accordance with article 50-1 of the Constitution, is not compulsory.

On the right as on the left, seven Prime Ministers out of 27 since 1959 have not asked for it.

Élisabeth Borne has above all "no choice" according to political scientist Bruno Cautrès, because she would take two risks with a vote: that of "falling", given that the government only has a relative majority in the Assembly, or that of obtaining confidence through the abstention of the RN.

However "it would be very badly perceived by the public to have a vote of confidence, even ric rac, with the abstention of the RN", notes a government source.

In addition, several deputies were appointed ministers on Monday, and their alternates will only sit in the Assembly in a month, depriving the presidential camp of as many votes.

During this perilous exercise, Elisabeth Borne will present both her style and her programme, foremost among which is the long-awaited bill on purchasing power.

"Present a basis for working with Parliament"

Through the deputies and senators, it is to the French that the Prime Minister intends to address.

As an indication of her desire to take public opinion to witness, she will be interviewed at 8 p.m. on TF1.

In an international context marked by the war in Ukraine, energy issues, prices, climate challenges, and a national situation complicated by the absence of an absolute majority, the objective is to "present a working basis with Parliament" , "a method" to "build together" compromises, underlines those around him.

The Prime Minister will thus "take into account" the consultations carried out with the political groups: "It is not a question of convincing one's own camp but of finding compromises without compromises".

Dramatizing the issues, Emmanuel Macron asked, during a meeting on Tuesday morning with her and the ministers concerned with purchasing power, energy and public finances, to "do everything possible to protect the French in terms of price" by evoking a "quasi economy of war", reported the Elysée.

However, the time does not yet seem for conciliation with the oppositions, which are already rearing up or each advancing their agenda.

Even before hearing from the Prime Minister, the Nupes left alliance announced that it would table a motion of censure.

"This will put each and everyone face to face with their responsibilities", argues the leader of the LFI deputies Mathilde Panot.

Trust will be built "patiently text by text"

But her chances of being adopted are slim.

The RN will not be associated with it.

"We will take note of what (Élisabeth Borne) is going to say. We will see how far we can raise our proposals", according to his spokesperson Sébastien Chenu, who is asking for a commission of inquiry into the inflation and reintegration of unvaccinated caregivers.

"We want to take advantage of the situation to obtain progress", advances for his part the boss of the LR deputies, Olivier Marleix, who calls for measures "to control public spending" fearing a speculative movement against the sovereign debt of France.

A majority deputy is waiting to see where Elisabeth Borne "will put the cursor", while welcoming a woman "who has a lot of solidity and more political sense than people say".

Failing to have been able to form a coalition, confidence will be built "patiently text after text", according to the government, which will put forward that of purchasing power, presented Thursday in the Council of Ministers.

In terms of style, the Prime Minister "devoted a lot of time" to this speech, in which she put "a lot of her personal background", and her commitments in favor of full employment, ecological transition or equality, underlines her entourage.

Pupil of the nation who has become a polytechnician, Élisabeth Borne has already said that she has taken the social elevator, claiming in private that she does not come "at all from the small Parisian milieu of the sons of state councilors" who "do not leave the ring road".
