  • Prime Minister Élisabeth Borne presented Monday, in the Council of Ministers, a new health emergency bill against covid, which opens the possibility of a health pass at the borders.

This health emergency law will be examined by the National Assembly from next Monday in order to replace the state of health emergency which will end on July 31, 2022.

  • Nineteen entrants and five leavers, including Damien Abad: two weeks after the legislative elections, the government was reshuffled on Monday, a way to fully launch a five-year term which promises to be perilous, as illustrated by the renunciation of Elisabeth Borne to seek Wednesday the confidence of Parliament.

  • The new government team is already criticized by the oppositions who denounce a "game of musical chairs".

Freshly elected to the presidency of the law commission at the age of 33, the Renaissance deputy (LREM) Sacha Houlié finds himself on the front of the stage with the “health security” bill, he willingly defends public freedoms.

His commission, one of the most prestigious in the National Assembly, must seize Tuesday at 3:30 p.m. this first text of the legislature, expected in the hemicycle from July 11 with limited measures such as the health pass at the borders , in the face of the resurgence of the Covid-19 epidemic.

“Bad signal”, “electoral punishment”, a “contempt”… Overseas elected officials denounced on Monday the switchover of the Overseas Ministry under the supervision of the Ministry of the Interior, a first since Nicolas Sarkozy's five-year term.

Barely appointed, the Minister Delegate Jean-François Carenco sees his portfolio decried: Overseas policies, all labels combined, blame a mix between the security issue and the daily management of the two million French people living outside metropolitan France.

For Reunion MP (LFI) Perceval Gaillard, "it's as if Reunion were confined to security problems".

Since 2012 and the election of François Hollande, the Overseas Ministry has been detached from Beauvau.

Prime Minister Élisabeth Borne presented Monday, in the Council of Ministers, a new health emergency bill against covid, which opens the possibility of a health pass at the borders, said government spokesperson Olivier Véran. .

This bill will be examined from next Monday in the National Assembly.

It “will make it possible to extend some absolutely essential provisions to deal with the continuation of the Covid-19 epidemic in our country”, explained the former Minister of Health at the end of the Council of Ministers.

“On the other hand, all the other devices to fight against the epidemic (…) are no longer part of this bill”, he confirmed.

Thus, the text does not provide for extending beyond July 31 the possibility of restoring the state of health emergency, nor a health or vaccination pass to restrict access to certain places or gatherings.
