It is noted that the jewelry will be transferred to the Gokhran, respectively, by the Administration of the President of Russia, an authorized division of the federal executive body, the activities of which are supervised by the head of state, or a special division of the regional authority, depending on where the gift was handed over.
The Federal State Institution "State Institution for the Formation of the State Fund of Precious Metals and Precious Stones of the Russian Federation, Storage, Issue and Use of Precious Metals and Precious Stones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" was established in accordance with the government decree of September 30, 2010 .
In December 2019, the Ministry of Labor of Russia reported that civil servants should not take gifts from friends-subordinates and from other persons in respect of whom they exercise state administration functions.
In addition, the Ministry of Labor recommends that officials refuse to receive free services or property, including temporary use, since an official is prohibited from receiving gifts in the form of any material benefit.
The department recalled that in case of violation of the ban on receiving a gift, a civil servant can be fired or prosecuted if this gift is regarded as a bribe.
