  He believes that the original intention of "one country, two systems" includes promoting national reunification, safeguarding national sovereignty, security and development interests, maintaining Hong Kong's capitalist system, and promoting Hong Kong's prosperity and stability.

The basic principles include fully and accurately implementing the "one country, two systems" policy, adhering to the unity of the central government's overall governance and the SAR's high degree of autonomy, implementing the "patriots ruling Hong Kong" principle, and maintaining Hong Kong's unique status and advantages.

  Summarizing the experience of the past 25 years, Liu Zhaojia believes that the core requirement for the successful practice of "one country, two systems" is to uphold the principle of "one country" and to establish the concept of a country and a nation.

Only in this way can the constitutional order jointly constructed by the Constitution and the Basic Law of Hong Kong be upheld, the power of the central government can be respected, Hong Kong can be smoothly integrated into the overall situation of national development, Hong Kong can play a role in the great rejuvenation of the Chinese nation, and the prosperity and stability of Hong Kong can be guaranteed.
