Abu Dhabi Health Authority issues a circular regarding the use of health insurance cards owned by others

The Department of Health Abu Dhabi has identified 4 procedures that must be followed to address suspicions of fraud or misuse of health services through impersonation of others for the purpose of illegally benefiting from medical treatment services, based on its supervisory role in the field of health insurance. 

In detail, the Department of Health Abu Dhabi sent a circular to health facilities, pharmaceutical facilities, health insurance companies, health insurance claims management companies, and health insurance brokers, requesting the medical service provider, requesting proof of identity of the health treatment service applicant and ensuring that he is the same person with a proof document. Presented personal "Emirates ID card, passport, or health insurance card."

The department called on service providers to notify the competent official authorities, "the Public Prosecution and the police" directly, in the event of suspicion or discovery that the applicant for the health treatment service impersonated a third party using a personal identification document belonging to another person, and called on them to notify it of the incident through a detailed report of the incident and the person who committed it with the documents. Supporting authorities in order to take the necessary measures in accordance with the provisions of the relevant laws and regulations.

The department obligated the service provider to make the appropriate amendments with the justification mentioned in the patient’s medical record to ensure that the patient’s future care is not affected with regard to the incorrect provision of services, noting that in addition to this, the service provider must notify the relevant health insurance company of any claims made regarding the unauthorized party. the insured in order to take the necessary measures.
