He had until 11:59 p.m. Thursday evening to unveil it. Tunisian President Kaïs Saïed ended up making public late in the evening the Constitution he wishes to submit for the approval of Tunisians on July 25th.

Less than a month before the referendum, the Tunisians finally discover the text on which they will have to express themselves.

Written by a commission whose members he himself appointed, the draft Constitution - which was amended by him - is cut, unsurprisingly, for Kaïs Saïed.

After opting for a so-called semi-parliamentary regime after the revolution, Tunisia - by the will of the master of Carthage - returned to the presidential regime.

The president, head of the executive concentrates the powers despite the existence of a National Assembly.

A Parliament which will henceforth be made up of two distinct chambers since a Council known as “of the regions” will also be created with a view to a supposed better representation of the citizens.

A text which also refers several times to the 2011 revolution and which insists at length on the notions of social justice and dignity.

The text, if approved, will bring Tunisia into a third Republic.

To date, no one knows what will happen to this project if the voters were to reject it.

In the meantime, the campaign to register citizens on the electoral lists has already begun.
