Zhang Jun, China's permanent representative to the United Nations, said at the meeting that the resumption of negotiations on the implementation of the comprehensive agreement on the Iranian nuclear issue has come to an end, and China welcomes the resumption of "indirect negotiations" between the United States and Iran in Doha.

It is hoped that all parties concerned will have a greater sense of urgency and reach consensus on the remaining outstanding issues as soon as possible, so as to remove obstacles to the restoration of the comprehensive and effective implementation of the JCPOA.

  Zhang Jun said that the prospect of the Iranian nuclear issue concerns the international nuclear non-proliferation system, regional stability and international peace and security.

In order to push the process of the resumption of talks on the Iranian nuclear issue to continue on the right track and achieve positive results as soon as possible, China would like to emphasize the following points:

  First, adhere to the general direction of political settlement.

All parties concerned should meet each other halfway, adhere to the general direction of political and diplomatic solutions, work together to promote peace and promote talks, show diplomatic wisdom and political decision, and seek consensus on unresolved issues.

China welcomes and supports all efforts that are conducive to the peaceful resolution of the crisis, appreciates the EU's recent mediation work, and hopes that the EU will continue to play its unique role as a coordinator and make greater efforts to promote more flexibility for all parties.

  Second, uphold the logic of right and wrong.

The previous US administration unilaterally withdrew from the JCPOA in disregard of the opposition of the international community and continued to exert extreme pressure on Iran. This is the root cause of the current Iranian nuclear crisis.

As the initiator of the Iranian nuclear crisis, the US should recognize its own responsibility, thoroughly correct its mistakes, make a political decision as soon as possible, take practical measures, and actively respond to Iran's reasonable demands.

The U.S. side should keep its promises, lift all relevant unilateral sanctions and "long-arm jurisdiction" measures against Iran, and ensure that the Iranian side can fully reap the economic dividends of the JCPOA.

  Third, eliminate interference with the negotiation process.

Under the current situation, all parties should exercise rational restraint and refrain from taking non-constructive measures that lead to the escalation of the situation.

China opposes the politicization of IAEA affairs, opposes relevant countries forcing the IAEA Board of Directors to pass resolutions related to Iran, and supports the IAEA and Iran to resolve outstanding issues through dialogue and cooperation.

It is hoped that relevant parties can accurately interpret the provisions of the Security Council resolution on the Iranian missile launch issue, so as to avoid affecting the overall implementation of the JCPOA.

  Fourth, abandon the practice of double standards.

The nuclear submarine cooperation between the United States, the United Kingdom and Australia is the first time since the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) was reached that a nuclear-weapon state has publicly transferred nuclear-weapon materials to a non-nuclear-weapon state.

No matter what name the three countries use for their nuclear submarine cooperation, they cannot hide the essence of their nuclear proliferation behavior, eliminate their negative impact on the political and diplomatic settlement of the Iranian nuclear issue, or change the risks to regional peace and stability.

Such double standards and practices that undermine the goals and objectives of the NPT must be corrected in order to maintain the authority and effectiveness of the international nuclear non-proliferation regime.

  Zhang Jun said that as a permanent member of the Security Council and a participant in the JCPOA, China has always been committed to promoting the political and diplomatic process of resolving the Iranian nuclear issue.

China will continue to uphold a fair and objective position, firmly uphold the authority and effectiveness of the JCPOA and Security Council Resolution 2231, and constructively participate in the resumption of the implementation negotiations, so as to push the JCPOA back on track at an early date.
