Ruler of Sharjah issues a decree-law regarding the organization of Khorfakkan University

His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, issued Decree Law No. (1) of 2022 AD regarding the organization of Khorfakkan University.

The decree-law stipulated that the university be a non-profit Arab academic academic institution, with legal personality and legal capacity necessary to achieve its objectives and exercise its competencies, and it would have financial and administrative independence and be owned by the government. or outside.

The university aims to achieve the following:


1. Forming a human scientific personality based on Islamic values, Arab originality and scientific development.


2. Achieving balanced growth in the personality, knowledge and abilities of students studying at the university, and preparing trained human competencies in theory and practice to meet the requirements of comprehensive development plans in the country.


3. Sponsoring and encouraging scientific research with the aim of achieving scientific development and serving and developing society for the better.


4. Introducing and developing higher education programs to achieve academic excellence in accordance with the university's policy and plans based on the needs of society.


5. Strengthening cultural and scientific ties with other universities, higher education institutes, and Arab and foreign scientific bodies.


6. Providing the necessary care for students and members of the teaching and administrative staff at the university of different nationalities, and creating the appropriate environment for them and encouraging them to excel, creativity and innovation.


7. Contribute to community service by forming partnerships with government and private agencies, and responding to and interacting with community needs.

According to the decree, His Highness the Ruler of Sharjah will be the president of the university and the chairman of the board of trustees, and he may delegate all or some of his powers to other members of the council in the council, provided that the university’s administration, each in his field of competence, in accordance with the provisions of the decree-law and its executive regulations:


1. The board of trustees.


2. Rector of the university.


3. Council of Deans.

The decree-law stipulates that the university shall consist of colleges, institutes, research, education and training centers, and scientific institutions determined by decisions issued by the president upon the proposal of the director and the approval of the council. The university grants certificates of scientific, academic, professional and honorary degrees to its beneficiaries in accordance with the provisions of this Decree-Law and the regulations issued thereunder.

According to the decree-law, teaching at Khorfakkan University will be in both Arabic and English, according to the nature of the approved study programmes, and the council may approve some other languages ​​for teaching or training at the university if the nature of some of the approved study programs so requires.

In accordance with the decree-law, the University of Sharjah is mandated to take academic, administrative and financial measures to enable Khorfakkan University to operate fully during a transitional period not exceeding three years from the date of issuance of this decree-law.

The decree-law included various legal and organizational items for the university, such as financial resources, the general budget, final provisions, and others.
