For his part, the Secretary-General of the Executive Council and Chairman of the Dubai Government Excellence Program, Abdullah Muhammad Al Basti, stressed that the “Leadership Partners” initiative embodies the principles of teamwork in the Dubai government, and the transfer and exchange of knowledge between its various entities, in line with the vision of His Highness Sheikh Mohammed bin Rashid. He said that the initiative aims to improve the overall performance of government agencies by transforming the mechanism of transferring successful experiences and exchanging useful experiences into a daily culture practiced by all government work teams, which leads to enhancing efficiency and productivity, and consolidating team spirit and one government.
Government entities are classified within the "Dubai Government Excellence Program" according to their degree in the evaluation of the leading entities for the year 2021 according to three levels: the elite level (more than 600 degrees), the excellence level (450 - 600 degrees), and the basic level (less than 450 degrees). .
Leadership Partners will be selected according to the level of excellence, the scope of the marks, the nature of the entity’s work, its size in terms of budget and the number of employees.

The mechanism of action of the “Leadership Partners” initiative
The Dubai Government Excellence Program manages the initiative, selects government agencies from the elite and distinguished category, and links them with partner agencies that carry the “basic level” classification, in an effort to develop their work and ensure the achievement of the desired results through partnership agreements for two years (extendable for a similar period) between the two parties.
