In the past 16 years, in the face of rough seas, wind and rain, the big ship BRICS has braved the wind and waves and marched forward with courage, and has found a right path in the world of mutual fortification and win-win cooperation.
Standing at the crossroads of history, we should not only look back on the past and keep in mind why the BRICS countries set out, but also look forward to the future, build a more comprehensive, close, pragmatic and inclusive high-quality partnership, and jointly open the BRICS cooperation. new journey.
First, we must adhere to solidarity and solidarity to maintain world peace and tranquility.
Looking around the world, the Cold War mentality and power politics persist, and traditional and non-traditional security threats emerge one after another.
Some countries are trying to expand military alliances to seek absolute security, coercing other countries to choose sides to create camp confrontation, and ignoring the rights and interests of other countries to pursue self-reliance.
If this dangerous momentum is allowed to develop, the world will be more volatile.
BRICS countries should support each other on issues concerning each other's core interests, practice genuine multilateralism, uphold justice, oppose hegemony, uphold fairness, oppose bullying, maintain unity, and oppose division.
This year, we held a meeting of foreign ministers and a meeting of high representatives on security affairs, deepened cooperation in counter-terrorism, cyber security and other fields, strengthened coordination within multilateral frameworks such as the United Nations, and spoke out for justice on the international stage.
Not long ago, I put forward a global security initiative, advocating a common, comprehensive, cooperative and sustainable security concept, based on the fact that mankind is an indivisible security community, and walk out of a path of dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum. new safety road.
China is willing to work with BRICS partners to promote the implementation of the initiative and inject stability and positive energy into the world.
Second, we must adhere to cooperative development and jointly address risks and challenges.
The impact of the new crown pneumonia epidemic and the Ukraine crisis are intertwined and superimposed, resulting in the disorder of the global industrial chain and supply chain, the continuous rise in commodity prices, and the more fragile international monetary and financial system, casting a shadow on the development of various countries, with emerging market countries and developing countries bearing the brunt.
Crisis can bring disorder and change, depending on how it is handled.
Since the beginning of this year, we have launched the BRICS Initiative on Strengthening Supply Chain Cooperation, Trade Investment and Sustainable Development Initiative, adopted the Customs Cooperation and Mutual Administrative Assistance Agreement, and the Food Security Cooperation Strategy, and held the first high-level meeting on climate change.
BRICS countries should make full use of these new platforms to promote the interconnection of industrial and supply chains, and jointly address challenges in poverty reduction, agriculture, energy, logistics and other fields.
It is necessary to support the New Development Bank to become bigger and stronger, steadily absorb new members, and at the same time promote the improvement of the emergency reserve arrangement mechanism, and build a financial safety net and firewall.
It is necessary to expand BRICS cooperation in cross-border payment and credit rating, and improve the level of trade, investment and financing facilitation.
Last year, I proposed the Global Development Initiative, which aims to push the United Nations' 2030 Agenda for Sustainable Development to start again and promote the building of a global development community.
China is willing to work with BRICS partners to advance the initiative and help achieve a stronger, greener and healthier global development.
Third, we must persist in pioneering and innovating to stimulate cooperation potential and vitality.
Whoever grasps the opportunities of new economic development such as big data and artificial intelligence can grasp the pulse of the times.
Attempts to maintain their hegemonic status by engaging in technological monopoly, blockade, and barriers to interfere with the innovation and development of other countries are doomed to fail.
We must promote the improvement of global science and technology governance, so that scientific and technological achievements can be enjoyed by more people.
This year, we accelerated the construction of the Xiamen Innovation Base of the BRICS New Industrial Revolution Partnership, held the Industrial Internet and Digital Manufacturing Development Forum, and the Sustainable Development Big Data Forum, reached a digital economy partnership framework, released the manufacturing digital transformation cooperation initiative, and established technological The transfer center network and the space cooperation mechanism have opened up a new route for the five countries to strengthen the docking of industrial policies.
Focusing on the needs of talents in the digital age, we have established a vocational education alliance, launched vocational skills competitions and women's innovation competitions, and built a talent pool for strengthening innovation and entrepreneurship cooperation.
Fourth, we must adhere to openness and inclusiveness, and gather collective wisdom and strength.
The BRICS countries are not closed clubs, nor are they exclusive "small circles", but big families that help each other and good partners for win-win cooperation.
At the Xiamen meeting in 2017, I put forward the concept of "BRICS+" cooperation.
Over the past five years, the "BRICS+" model has been continuously deepened and expanded, and it has become a model for emerging market countries and developing countries to carry out South-South cooperation and achieve unity and self-improvement.
Under the new situation, the BRICS countries should open their doors for development and open their arms to promote cooperation.
This year, for the first time, we have invited guest countries to attend the BRICS Foreign Ministers' Meeting.
The newly established BRICS vaccine research and development center has a clear principle of openness.
In line with the principle of gradual progress, we have also carried out a variety of "BRICS+" activities in the fields of scientific and technological innovation, people-to-people and cultural exchanges, sustainable development, etc., and built a new cooperation platform for the vast number of emerging market countries and developing countries.
In recent years, many countries have expressed their desire to join the BRICS cooperation mechanism.
The introduction of fresh blood will bring new vitality to the BRICS cooperation, and will also enhance the representation and influence of the BRICS countries.
This year, we have had in-depth discussions on the issue of staff expansion on different occasions. We should advance this process and let like-minded partners join the BRICS family at an early date.
