While Russia had to rely on nuclear deterrence as Russia's nuclear threat increased, countries emphasized their willingness to work with the parties to the treaty to reduce nuclear weapons.

The representative of the Netherlands also mentioned the relationship between the ban treaty and the NPT = Nuclear Non-Proliferation Treaty in which nuclear-weapon states participate, saying, "We urge the ban treaty to strengthen and complement the NPT," and the two treaties complement each other. We called for improvements so that realistic nuclear disarmament would proceed.



In addition, the German representative said, "We fully share the goal of a'nuclear-free world'. Now that Russia is threatening with nuclear weapons and China is strengthening its nuclear force, we would like to proceed with dialogue and discussion for the same purpose.
