News 1+1丨How to treat the weather in June with high temperature and heavy rain?

The north continues to be hot, with local temperatures above 40°C.

Heavy rainfall in the south is still "entrenched". From 12:00 yesterday to 12:00 today, a total of 85 rivers across the country experienced floods exceeding the alarm level.

How do you view the weather in June?

Is it normal?

what is the reason?

How should the warning be dealt with?

Zhang Tao, chief forecaster of the Central Meteorological Observatory, and Huang Xianlong, deputy director of the Department of Flood Control and Drought Relief of the Ministry of Emergency Management, shared the following concerns: high temperature + heavy rain, weather warning in June.

The summer heat is just getting started

Zhang Tao, chief forecaster of the Central Meteorological Observatory:

This high temperature weather is not abnormal in itself in this season, but for these areas with high temperature, it is an abnormal situation, such as many areas in North China, Huanghuai, including Shanxi In many areas, the maximum temperature has exceeded the historical extreme for the same period.

It is hard to say whether such high temperature weather will occur in the future, but it will definitely occur again on a large scale in China.

The real large-scale high temperature weather has not really started in terms of climate normality. For

example, the most typical high temperature and drought weather in the south of the Yangtze River usually arrives in July.

The high temperature in most parts of the north, such as the northeast region and the northern part of North China, has not really started yet.

What is the cause of this round of hot weather?

Zhang Tao, chief forecaster of the Central Meteorological Observatory:

There are three main reasons behind this round of high temperature weather: ① The first is the clear sky around the summer solstice.

It will cause the temperature of the earth's surface to rise substantially.

② In addition, there is a downdraft in the high altitude. The downdraft is the cause of the clear sky, and the downdraft itself will heat up when it sinks to the ground.

③ There is also the intrusion of warm air from the northwest. In the Mongolian plateau area, due to the strong sunlight, the temperature will be relatively high. Although this temperature is a little lower than the ground temperature in the plain area, it is still higher than the temperature at the same altitude in the plain area. to be high.

When it invades the North China Plain, there will also be a Foehn effect, and the subsidence of the airflow will also increase the temperature.

Therefore, these three will cause the heating effect to be superimposed together, causing a wide range of high-temperature weather in the North China Plain and the Huanghuai region of the country, and such high-temperature weather will continue for several days.

Most of the tornadoes in our country are weak tornadoes

Zhang Tao, chief forecaster of the Central Meteorological Observatory:

The tornado itself is the most violent form of weather, but from the overall situation of our country, the probability of occurrence is relatively low.

However, there are still several places where it occurs frequently, such as central and eastern Inner Mongolia, northeast China, the middle and lower reaches of the Yangtze River, and southern China.

In general, the number and intensity of tornado weather in our country is much worse than that of the United States, which has the strongest and most tornadoes in the world.

Judging from the total number, the number

of tornadoes in our country is only one-tenth of that in the United States, that is, there are more than 100 tornadoes every year, and there are more than 1,000 in the United States.

In terms of intensity,

most of the tornadoes that appear in our country are weak tornadoes.

As far as the 20th is concerned, the northeastern region of our country is more likely to have tornadoes, mainly from the eastern part of Inner Mongolia to the central and western parts of Heilongjiang and Jilin. From the afternoon to the night of the 20th, it is a high probability time period. , to be vigilant against such weather.

Even if there is no tornado weather, there will be some thunderstorms and strong winds of magnitude 8 to 10 or above, and even strong convective weather such as hail.

If this kind of weather occurs for a short period of time, it is sudden and local, and great attention should be paid to the approaching warning.

How do you view this round of heavy rainfall in Guangxi?

Huang Xianlong, Deputy Director of the Flood Control and Drought Relief Department of the Ministry of Emergency Management:

Since June 17, a new round of heavy rain has occurred in Guangxi, which is also the sixth round of heavy rain in Guangxi this year. It is expected that this process will continue until the 22nd.

This round of heavy rain lasted for a long time, and the local heavy rain was strong.

So far, the largest rainfall has occurred in Xing'an County, Guilin, with a rainfall of 589 mm.

The main falling area is in the northern part of Guangxi, which basically overlaps with the previous five rounds of heavy rain.

Affected by this round of heavy rain, the No. 4 flood this year occurred in the main stream of the Xijiang River.

At present, the water level of the main stream of the Xijiang River is still rising, but according to the latest forecast of the water conservancy department, the flood of the main stream of the Xijiang River is still smaller than the previous forecast, and the pressure of flood control should be eased.

However, it is still in the main flood season, local heavy rainstorms may occur at any time, and the current water level of rivers is also high. We cannot relax our vigilance against flood control work, and we cannot take it lightly.

What is the next focus of flood control in Guangxi?

Huang Xianlong, deputy director of the Flood Control and Drought Relief Department of the Ministry of Emergency Management:

After our working group arrived at the scene, according to the exchanges with local comrades, we felt that there were three priorities for flood control.

① Flood control safety of the main streams of Xijiang and Beijiang and their main tributaries.

Due to continuous flooding, the probability of immersion of the embankment protection bank along the river at high water level for a long time increases. In addition, people in some low-lying areas along the river need to be transferred frequently, which also poses a great safety risk.

② Risk of mountain torrent geological disasters.

Since there are many mountainous areas in Guangdong and northern Guangxi and the terrain is relatively complex, the previous rounds of heavy rainfall have caused soil saturation, and heavy rainfall will easily lead to geological disasters of mountain torrents.

③ The risk of flood safety for small and medium-sized reservoirs.

Guangdong and Guangxi have a large number of small and medium-sized reservoirs, which are widely distributed. The engineering standards are generally not high, and the management is relatively weak. Some reservoirs have high water levels and relatively high pressure.

How to deal with the real flood season exam?

Huang Xianlong, Deputy Director of the Flood Control and Drought Relief Department of the Ministry of Emergency Management: The

next step is to focus on preventing major floods, major risks, and major disasters, further consolidate and implement the responsibilities of flood control and disaster relief, and assign the responsibilities to the township and village groups. Every danger zone, every hidden danger point, every dike.

It is necessary to encrypt monitoring, forecast and early warning, conduct rolling consultations to study and judge the flood control situation, move the flood control work forward, strengthen the linkage between early warning and emergency response, and arrange the deployment of flood control and flood control work in advance; Peak clipping, peak shifting.

In the Xijiang River Basin, Longtan Reservoir and Datangxia Reservoir have played a very good role.

In addition, it is necessary to focus on the transfer of personnel from dangerous areas to ensure the safety of people's lives.

Finally, it is necessary to strengthen the inspection and defense of the embankment protection banks and reservoirs along the river, connect with the prefabricated rescue teams in advance, and prepare sufficient rescue materials.
