Zhao Xuhui, who had just assumed the post of the Standing Committee of the Ningxia Hui Autonomous Region Party Committee, took office again as the Secretary of the Yinchuan Municipal Party Committee.

  According to reports, on the 16th, Yinchuan City, Ningxia Hui Autonomous Region held a city-wide meeting of leading cadres.

Shi Dai, member of the Standing Committee of the Ningxia Party Committee and Minister of the Organization Department, announced the appointment and removal documents for the relevant cadres of the Ningxia Hui Autonomous Region Party Committee. The Autonomous Region Party Committee decided: Comrade Zhang Yupu will no longer serve as the secretary, standing member, and member of the CPC Yinchuan Municipal Committee.

  Zhao Xuhui, born in August 1968, is from Zhongwei, Ningxia. He started working in July 1991. He graduated from the Mechanical Engineering Department of Xi'an Institute of Metallurgy and Architecture, majoring in mining machinery, with a master's degree in business administration.

  After joining the job, Zhao Xuhui has been working in his hometown of Ningxia. He has worked in the Economic and Trade Commission of the Autonomous Region for a long time. In 2009, he was appointed as a member of the party group and deputy director of the Economic and Information Commission. Deputy Mayor, Deputy Secretary of the Municipal Party Committee, Secretary of the Political and Legal Committee.

  In May 2015, Zhao Xuhui was transferred to be the director of the Environmental Protection Department of the autonomous region. In July 2017, he was appointed as the director of the Economic and Information Commission of the autonomous region. In October 2018, he was appointed as the director of the industry and information technology department of the autonomous region.

In February 2021, Zhao Xuhui will be the deputy secretary of the Yinchuan Municipal Party Committee and acting mayor, and will be elected mayor in March.

On June 14 this year, Zhao Xuhui was elected as a member of the Standing Committee of the Party Committee of the Autonomous Region.

  Zhang Yupu, who previously served as secretary of the Yinchuan Municipal Party Committee, became the deputy secretary of the autonomous region's party committee last month and was later elected chairman of the autonomous region's people's government.

Zhang Yupu has worked in Heilongjiang for a long time. He has served as mayor and secretary of the Municipal Party Committee of Hegang, Secretary of the Mudanjiang Municipal Party Committee, member of the Standing Committee of the Heilongjiang Provincial Party Committee and Secretary-General.

In August last year, Zhang Yupu took office across provinces for the first time, and was transferred to the Standing Committee of the Ningxia Hui Autonomous Region Party Committee and the Secretary of the Yinchuan Municipal Party Committee.

  Since last year, the main persons in charge of the party and government in the provincial capital cities have undergone intensive adjustments. Since the beginning of this year, many provincial capital cities have also welcomed new municipal party secretaries.

  Before Yinchuan, Zhengzhou, Haikou, Harbin, Jinan, Nanning, and Lhasa all welcomed the new "leader" of the party committee.

  In January, An Wei, member of the Standing Committee of the Henan Provincial Party Committee, who also served as the secretary of the Zhoukou Municipal Party Committee, became the secretary of the Zhengzhou Municipal Party Committee; Luo Zengbin, who was previously a member of the Standing Committee of the Sichuan Provincial Party Committee and the Secretary of the Mianyang Municipal Party Committee, was transferred to the Standing Committee of the Hainan Provincial Party Committee and the Secretary of the Haikou Municipal Party Committee.

  In February, Zhang Anshun, member of the Standing Committee of the Heilongjiang Provincial Party Committee and Secretary of the Political and Legal Committee, was appointed Secretary of the Harbin Municipal Party Committee.

In March, Liu Qiang, member of the Standing Committee of the Shandong Provincial Party Committee and Secretary-General of the Provincial Party Committee, was appointed Secretary of the Jinan Municipal Party Committee.

  In April, Nong Shengwen, member of the Standing Committee of the Party Committee of Guangxi Zhuang Autonomous Region and head of the United Front Work Department, became the secretary of the Nanning Municipal Party Committee. In the same month, Pubu Dundup, a member of the Standing Committee of the Party Committee of the Tibet Autonomous Region and previously the secretary of the Chamdo Municipal Party Committee, became the secretary of the Lhasa Municipal Party Committee.

  Among these "provincial secretaries" who took office this year, Liu Qiang, secretary of the Jinan Municipal Party Committee, holds a doctorate in management, An Wei, secretary of the Zhengzhou Municipal Party Committee, holds a doctorate in economics, and Luo Zengbin, secretary of the Haikou Municipal Party Committee, holds a doctorate in science.

  From the perspective of age, there are two "post-70s" cadres, Liu Qiang, secretary of the Jinan Municipal Party Committee (born in March 1971), and Pubu Dhondup, Secretary of the Lhasa Municipal Party Committee (born in November 1972).
