The reason for the replacement may be, among other things, illness, vacation or business trip of the judge, termination of the judge's powers on legal grounds, the judge's application for self-withdrawal or challenge.
Putin also signed laws on non-execution of judgments of the European Court of Human Rights (ECHR) in the country after March 15.
