(2022-2025)

  Urban (including county towns, the same below) aging and renovation of gas pipelines and other aging projects are important livelihood projects and development projects, which are conducive to maintaining the safety of people's lives and property, maintaining the safe operation of cities, promoting effective investment, expanding domestic demand, and promoting Urban renewal and meeting people's needs for a better life are of great significance.

  1. General requirements

All gray cast iron pipes; nodular cast iron pipes that do not meet the requirements for safe operation; steel pipes and polyethylene (PE) pipes that have been assessed to have potential safety hazards with an operating life of more than 20 years; Evaluate steel pipes and polyethylene (PE) pipes that cannot be secured by implementing control measures; pipes with risks such as being occupied by structures.

(2) Riser pipes (including introduction pipes and horizontal main pipes).

If the operating life is over 20 years, it is assessed that there is a potential safety hazard; if the operating life is less than 20 years, there is a potential safety risk, and it is assessed that it cannot be ensured by the implementation of control measures to ensure safety.

(3) Plant station and facilities.

There are problems such as exceeding the design operation life, insufficient safety distance, adjacent to densely populated areas, and hidden dangers of geological disasters.

(4) User facilities.

Rubber hoses for residential users, safety devices to be installed, etc.; pipelines and facilities with potential safety hazards for industrial and commercial users.

  2. Other pipelines and facilities.

(1) Water supply pipelines and facilities.

Cement pipelines, asbestos pipelines, gray cast iron pipelines without anti-corrosion linings; other pipelines that have been in operation for more than 30 years and have potential safety hazards; secondary water supply facilities that have potential safety hazards.

(2) Drainage pipes.

Flat concrete, plain concrete pipelines without reinforcement, pipelines with problems such as mixing and misconnection, and other pipelines that have been in operation for more than 50 years.

(3) Heating pipes.

Pipelines that have been in operation for more than 20 years, and other pipelines that have problems such as hidden leakage and large heat loss.

  Each locality can further refine the scope of the object of renewal and transformation based on the actual situation.

Areas with better basic conditions may appropriately increase the renovation requirements.

  (2) Reasonably determine the standards for renewal and transformation.

All localities should, based on local conditions, comprehensively resolve potential safety hazards, prevent and defuse risks, adhere to ensuring safety, meet needs, and scientifically determine standards for renewal and transformation.

The materials, specifications, technologies, etc. selected for the renovation and renovation of aging urban gas pipelines and facilities should meet the requirements of relevant norms and standards, and focus on the current situation and the long-term.

Combined with the update and transformation, install intelligent sensing equipment at important nodes of the gas pipeline, improve the intelligent monitoring system, realize intelligent operation, improve fire protection facilities and equipment, and enhance the ability to prevent fire and other accidents.

The aging and renovation standards for urban water supply, drainage, heating and other pipelines and facilities shall be determined with reference to the above principles.

  (3) Organizing the census of urban gas and other pipelines and facilities.

The city government shall coordinate the census of urban gas pipelines, and organize third-party testing and evaluation institutions and professional business units that meet the prescribed requirements to conduct evaluations.

Make full use of the existing data such as the City Information Model (CIM) platform, the census of underground pipelines and the results of three-dimensional construction of city-level real scenes, and use various means such as survey and detection to comprehensively find out the types, ownership, composition and scale of urban gas pipelines and facilities , find out the location relationship, operation safety status and other information, master the surrounding hydrology, geology and other external environment, clarify the base number of old pipelines and facilities, and establish a renewal and transformation ledger.

Simultaneously promote the census of other urban water supply, drainage, heating and other pipelines and facilities, establish and improve the comprehensive management information platform of urban municipal infrastructure, enrich the basic information data such as urban gas pipelines, improve the dynamic update mechanism of platform information, and update the information base map in real time.

  (4) Compile plans for aging and renovation of local urban gas pipelines.

Combined with the national urban gas safety investigation and rectification work, the provincial government should urge the provincial and city (county) industry authorities to take the lead in organizing the preparation of the provincial and city gas pipeline aging renovation plans.

Each city (county) should prioritize and prioritize the renovation of pipelines and facilities with outstanding safety hazards, and clarify the project list and annual renovation plan as an annex to the renovation plan.

Urban gas pipelines and other aging renovations are included in the national "14th Five-Year Plan" major projects, and all localities should be simultaneously included in their local "14th Five-Year" major projects and included in the national major construction project database.

  The provincial government should urge the provincial and city (county) industry authorities to simultaneously organize the preparation of the aging renovation plan for water supply, drainage, heating and other pipelines in the province and the city, and clarify the project list and annual renovation plan as the renovation plan. The annex of the city gas pipeline is actively connected with the urban gas pipeline aging renewal and renovation plan, and the implementation is promoted synchronously, so as to promote the vertical layered layout and horizontal close connection between urban underground facilities.

  3. Speed ​​up the organization and implementation

  (1) Strengthen overall planning and coordination.

Consolidate the responsibilities of the city (county) government, establish and improve the aging and renovation work mechanism for urban gas pipelines that are coordinated by the government, implemented by professional business units, and managed by all parties concerned, and clarify the relevant departments, streets (chengguan towns), communities and professional The division of responsibilities of the operating units forms a joint effort to solve problems in a timely manner.

Give full play to the leading role of street and community party organizations, coordinate community residents' committees, owners' committees, property rights units, property service companies, users, etc., build a platform for communication and discussion, and jointly promote the aging renovation of urban gas pipelines.

  (2) Accelerate the implementation of the project.

Professional operating units should earnestly assume the main responsibility, and promptly implement aging renovation projects such as urban gas pipelines, and orderly arrange construction areas, schedules, and construction periods to reduce traffic interruptions.

The city (county) government earnestly fulfills its territorial responsibilities, strengthens management and supervision, defines the main body of the renovation and renovation of aging pipelines and facilities of different ownership types, and does a good job in the connection with the renovation of old urban communities, flood control and drainage during flood season, etc., and promotes relevant fire protection facilities. Make up for the shortcomings of equipment, promote the overall transformation and simultaneous construction of urban gas pipelines and other sub-areas, and do a good job in the disposal and resource utilization of waste pipelines, so as to avoid fragmentation of the renovation project, repeated excavation, "road zipper", and repeated disturbance to residents.

Strictly implement the responsibility for project quality and construction safety, eliminate hidden dangers of quality and safety, do a good job in the safety monitoring of key links such as ventilation and water supply after renovation, and do a good job in project acceptance and handover.

Implement notification and supervision and inspection of gas pressure pipeline construction according to law.

  (3) Simultaneously promote digital, networked and intelligent construction.

  (4) Strengthen the operation and maintenance of pipelines and facilities.

Strictly implement the main responsibility for the operation and maintenance of professional business units and the supervision responsibility of the city (county) government.

Professional business units should strengthen the construction of operation and maintenance capabilities, improve the capital investment mechanism, conduct regular inspections, inspections, testing, and maintenance, and organize regular inspections of gas pressure pipelines in accordance with the law, timely discover and eliminate potential safety hazards, and prevent pipelines and facilities from operating with diseases; improve Emergency rescue mechanism to improve the ability to deal with emergencies quickly and efficiently.

Encourage professional business units to undertake the operation and maintenance management of gas pipelines and facilities owned by non-resident users.

For the gas and other pipelines and facilities shared by the owners, they can be handed over to professional operating units according to law after renovation, which will be responsible for subsequent operation, maintenance and renovation.

  Fourth, increase policy support

  (1) Implementing the responsibility of professional operation units for capital contribution, and establishing a reasonable fund sharing mechanism.

Professional business units shall perform their investment responsibilities for the aging and renovation of urban gas pipelines within their service scope in accordance with the law.

The establishment of a mechanism for the reasonable sharing of funds for the aging and renovation of urban gas pipelines, etc., by professional operating units, the government, and users.

Appropriate subsidies can be given to investments in the central budget and local financial funds.

Industrial and commercial users shall undertake the investment responsibility for the aging and renovation of the owner's exclusive part of urban gas pipelines.

  (2) Increase financial support.

Provincial, municipal, and county finances should follow the principle of doing their best and doing what they can, fulfill their responsibilities for capital contribution, and increase investment in urban gas pipelines and other aging renovations.

Eligible urban gas pipelines and other aging renovation projects shall be included in the scope of local government special bond support, and illegal debt financing shall not be used for aging urban gas pipelines and other aging renovations, and resolutely curb new hidden local government debts.

The investment within the central budget will provide appropriate investment subsidies for the aging and renovation of urban gas pipelines as appropriate.

  (3) Strengthening financing guarantee.

Encourage commercial banks to increase credit support for aging and renovation projects such as urban gas pipelines in compliance with laws and regulations under the premise of controllable risks and sustainable business; guide development and policy financial institutions according to their respective functional positioning and business scope, according to the market.   (1) Accelerate project approval.

The investment, maintenance, and safety production costs of urban gas, water supply, and heating pipeline aging, renovation, and safety production, etc., are approved in accordance with the relevant regulations of the government's price and cost supervision and examination methods, and the relevant costs are included in the pricing cost.

On the basis of cost supervision and review, comprehensively considering factors such as the level of local economic development and users’ affordability, the prices of gas supply, water supply and heat supply should be adjusted in a timely manner in accordance with relevant regulations; the difference in income generated by the adjustment and unadjusted adjustment can be allocated to future supervision cycles to compensate.

  (3) Strengthen technical standard support.

Promote the application of new equipment, new technologies, and new processes, and improve the intrinsic safety of pipelines and facilities, as well as the level of informatization and intelligent construction and operation from the source.

Accelerate the revision of relevant standards such as safety technical regulations for the operation, maintenance and emergency repair of urban gas facilities, and improve the standards and specifications for key areas such as urban pipeline safety assurance and disaster emergency management.

The aging and renovation of urban gas pipelines in various places shall strictly implement the current relevant standards.

  (4) Strengthen market governance and supervision.

Improve regulations such as gas business license management measures, improve implementation rules based on local realities, improve access conditions, establish exit mechanisms, strictly manage gas business licenses, and effectively strengthen supervision of gas companies.

Strengthen the quality supervision of aging and renovation related products, appliances and equipment such as urban gas pipelines.

Support the merger and reorganization of gas and other industries, ensure the completion of the task of aging and renovation, and promote the large-scale and professional development of the gas market.

  (5) Promote the rule of law and standardized management.

Research and promote the legislative work of underground pipeline management, further standardize the industry order, and strengthen the construction, operation, maintenance and management of urban gas pipelines.

Promote relevant localities to speed up the legislative work related to gas and other pipelines, establish and improve the legal system, refine management requirements according to local conditions, effectively strengthen the law enforcement of illegal construction and demolition, and actively solve third-party construction damage, illegal occupation, insufficient safety distance, and difficulty in sharing underground information.   (6) Strengthen organizational security.

Provincial governments should implement the "Guiding Opinions of the General Office of the State Council on Strengthening the Management of Urban Underground Pipeline Construction" (Guoban Fa [2014] No. 27) and the "Guiding Opinions of the General Office of the State Council on Promoting the Construction of Urban Underground Pipelines" ( Guobanfa [2015] No. 61) and other documents require to strengthen the overall guidance on the aging and renovation of urban gas pipelines in the region, clarify the responsibilities of the city (county) government, and accelerate the promotion of related work.
