The "Implementation Plan" requires that provincial governments should implement the "Guiding Opinions of the General Office of the State Council on Strengthening the Construction and Management of Urban Underground Pipelines" (Guobanfa [2014] No. 27) and the "General Office of the State Council on Promoting Comprehensive Urban Underground Pipelines" Guiding Opinions on Construction" (Guobanfa [2015] No. 61) and other documents, strengthen the overall guidance on the aging and renovation of urban gas pipelines in the region, clarify the responsibilities of the city (county) government, and accelerate the promotion of related work.
