China News Service, Beijing, June 11 (Sweet) A few days ago, U.S. President Joe Biden went to Los Angeles to attend the Summit of the Americas and nearly tripped when he boarded the special plane "Air Force One".

This seems to herald a "bad start" for this year's Americas summit.

Although "unity" is the keynote of this Americas summit, only 23 leaders of the 35 Americas countries attended.

Now that the summit has ended, it has sent a clear signal that the long-term adherence to "America First" and the "Munroe Doctrine" are destined to be unpopular.

From unity to division

When the last Summit of the Americas was held in Miami, the United States in 1994, the Cold War ended, and most Western countries joined the discussion on trade, immigration and democracy, showing the diversity, openness and vitality of the Americas.

But this time the summit was held, and the situation 28 years ago no longer exists.

"Unity" is the tone set by Biden for the summit.

When presiding over the ninth summit of the Americas, Biden put forward an initiative to establish a "Partnership for Economic Prosperity in the Americas", announcing "opening up an era of closer cooperation" with Latin American countries.

Unexpectedly, Argentine President Fernandez then publicly accused at the summit, "The silence of the absent is calling for us to hold a different summit in the Americas."

Because the United States did not invite Cuba, Venezuela, Nicaragua, Mexico and other leaders on the grounds of the so-called "democracy issue", they expressed deep dissatisfaction and refused to participate, or sent low-level representatives to attend.

In the end, only 23 leaders of the 35 American countries attended.

Among them, Fernandez decided to attend the meeting only after Biden personally persuaded him.

Biden's invitation to "old foe" Brazilian President Bolsonaro was seen as his last effort to save the summit.

According to Bolsonaro, he did not intend to attend the meeting, but Biden sent a special envoy to negotiate.

Under the spotlight, the two held their first bilateral talks in Los Angeles.

It's just that this hastily held meeting can't hide embarrassment - some American media noticed that the two did not shake hands and the seats were far apart.

Stuenker, a professor at the Getulio Vargas Foundation in Sao Paulo, commented that Bolsonaro was only helping Biden avoid "diplomatic failure."

This is undoubtedly a "divisive summit".

Xu Shicheng, a researcher at the Latin American Institute of the Chinese Academy of Social Sciences, pointed out that the policy of the Biden administration is to crack down on left-wing countries and win over countries with better relations with the United States.

America first, change soup but not medicine

Four years ago, Trump canceled his trip at the last minute, becoming the first U.S. president to miss a summit of the Americas.

At the summit, Biden "veiled" asking for understanding from participating countries, saying his initiative was radically different from that of the previous U.S. administration.

Launch the "American Economic Prosperity Partnership" and provide more than 300 million US dollars in aid to improve food security... How much gold is Biden's "check"?

Will America really become the focus of America's attention, as he said?

Agence France-Presse believes that the regional economic plan proposed by Biden is rich in content, but lacks commitment to market access or funding.

Moreover, since the plan is "not a new free trade agreement, just a social contract", it is difficult to attract other countries.

Wu Changsheng, director of the Latin American Research Center of the China Foundation for International Studies, pointed out that Biden hopes to show his leading role in the Americas through the Americas summit and stabilize the so-called rear, but Latin American countries are not very interested in the summit, because Biden has also proposed some Latin American summits before. Infrastructure development projects, but often "lip service is not achieved".

The U.S. hosts the Americas Summit, in fact, the U.S. interests are put first and the "Monroe Doctrine" is implemented, Wu Changsheng said.

In 2013, then-Secretary of State John Kerry declared that "the era of the Monroe Doctrine is over," but Trump picked it up again after taking office.

Wu Changsheng said that although Biden does not fully agree with Trump's approach, its essence has not changed.

So, what will Biden think about his diplomatic attitude towards Latin America today?

Xu Shicheng believes that this is closely related to American domestic politics.

The United States will welcome the mid-term elections in November, and Democrats are worried about losing.

While Trump's tough stance on Cuba and other countries has won the favor of Florida voters for the Republican Party, Biden certainly does not dare to soften his stance in the "backyard".

But what embarrassing Biden is that 28 years later, the hegemony has declined, and the "American hegemony" has hit an iron plate.

Xu Shicheng believes that the "unconvinced" attitude of some Latin American countries towards the United States also reflects the resurgence of the left wing in the region, and the situation of the United States' hegemony in Latin America no longer exists.
