The bill provides for the licensing of activities in the field of production and import of tobacco, nicotine-containing products and raw materials for their production.

In addition, it provides for the obligation of manufacturers to register equipment for the production of products.

Earlier, a deputy of the Legislative Assembly of St. Petersburg, Pavel Krupnik, proposed supplementing the packaging of cigarettes (as well as other nicotine-containing products) with information on the total annual spending of a smoker on a bad habit.
