  Focusing on building a new pattern of all-round and three-dimensional regional connectivity and deepening all-round mutually beneficial cooperation between China and Central Asian countries, the People's Republic of China, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan jointly put forward the following cooperation initiatives :

  1. Give full play to the advantages of cross-border railway transportation

  Focusing on the further development of China-Central Asian countries, China-Europe freight train container multimodal transport and railway transport, measures shall be taken to increase the cargo volume, enhance the transport capacity, optimize the allocation of railway resources, and ensure the smooth transport of goods.

  Increase the freight volume from Central Asian countries to China, and strive to achieve two-way balanced transportation.

  Actively promote the feasibility study of the China-Gyrgyzstan-Ukraine Railway Project.

  Improve the infrastructure of cross-border railway ports, modernize railway transportation facilities, increase container transportation and transit capacity, and the capacity of China and Central Asian countries' railways and stations.

  Expand investment and cooperation in railway transportation systems between China and Central Asian countries.

  Study the possibility of signing China, Kazakhstan, Turkmenistan container freight agreement.

  Stimulate the potential of container railway transit transport routes and international multimodal transport between China, Kyrgyzstan, Uttar Pradesh, China, Kazakhstan and Uta, and China and Tajikistan.

  China actively utilizes the railway capacity of Central Asian countries when shipping goods with other regions.

  2. Actively promote the facilitation of international road transport

  Actively carry, load, and transport goods from Central Asian countries, including drop-and-hang and semi-drop-and-hang, and give priority to ensuring epidemic prevention and control, social and people's livelihood and other important materials.

  Manage the middle-Kazakhstan section of the "Western China-Western Europe" highway (Shuangxi Highway) well, and strive for the normalization of the entire Shuangxi Highway as soon as possible.

  Guarantee the smooth operation of the China-Kyrgyzstan-Ukraine Highway.

  Realize the normal operation of the China-Taxi-Ukraine Highway.

  Actively develop the transit transport potential of seaports such as the ports of Turkmenbashi, Aktau, Kurek and the city of Termez.

  Accelerate the implementation of the construction projects of some key sections of the second phase of the Zhongta Highway.

  Promote the implementation of dynamic supervision of international road transport, simplify documents, procedures and requirements related to international road transport, and strengthen regular maintenance of facilities related to cross-border roads.

  3. Gradually resume normal passenger and cargo flights

  Promote the opening of more cargo flights between China and Central Asian countries according to demand.

  Depending on the epidemic situation, direct passenger flights between China and major cities in Central Asian countries will be gradually resumed.

  Strengthen communication and coordination on flight epidemic prevention and control measures to jointly prevent the cross-border spread of the epidemic.

  China is willing to hold civil aviation epidemic prevention and control training courses for Central Asian countries.

  Study the possibility of opening new air routes between China and Central Asian countries.

  Fourth, comprehensively strengthen the construction of port customs clearance capacity

  Accelerate the modernization of existing port facilities and equipment in China-Kazakhstan, China-Kyrgyzstan, and China-Tajikistan.

  Improve the ability to disinfect quickly, and ensure the smooth passage of goods at the port under the premise of preventing and controlling the epidemic.

  For border ports that are really needed and meet the conditions, the opening hours of the ports can be extended by consensus through consultation, and the specific procedures shall be handled in accordance with the provisions of the border port agreement.

  Expand the pilot cooperation between China and Central Asian countries on "smart customs, smart borders, and smart sharing and connectivity", and explore exchanges and cooperation in the fields of "single window" for international trade and networking of electronic certificates.

  Increase the volume of goods passing through road ports in China and Central Asian countries.

  Study the possibility of jointly building a border trade logistics center.

  Optimize the customs clearance and transit between China and Central Asia two-way highway ports.

  5. Actively create a "fast track" for people to move freely

  In light of the development of the epidemic situation, we will dynamically adjust visa and entry-exit policies, simplify visa processing procedures, focus on meeting the needs of cooperation between China and Central Asian countries in major projects, and resume personnel exchanges in a stable and orderly manner.

  Maintain communication on the realization of mutual recognition of information such as nucleic acid testing and vaccination.

  6. Continuously improve the "green channel" for smooth flow of goods

  Under the condition of ensuring the safety of epidemic prevention and control, we will further optimize the customs clearance modes of goods such as drop-and-hang, hoisting, and door-to-door handover, and continuously improve the efficiency of customs clearance operations.

  Continue to improve the "green channel" for rapid customs clearance of agricultural products, expand the scope of application, simplify the customs clearance process, and improve customs clearance efficiency.

  Expand mutual inspection and quarantine access for high-quality agricultural products and food, and steadily implement key cooperation projects such as mutual recognition of "certified business operators" (AEO), "Guantietong", and information exchange.

  Actively explore measures to simplify port inspections and simplify entry and exit border inspection procedures for drivers and passengers of both sides.

  7. Improve the construction of interconnection systems and mechanisms

  Give full play to the role of the joint epidemic prevention and control mechanism at China-Kazakhstan, China-Kyrgyzstan, and China-Tajikistan border ports, hold regular working meetings, strengthen coordination and cooperation in emergency response to port-related emergencies, coordinate epidemic prevention and control at ports and customs clearance of goods, and jointly maintain border security and stability .

  Strengthen inter-governmental cooperation on international trains, and promote the establishment of an inter-governmental cooperation mechanism for China-Central Asia and China-Europe (Central Asia) trains to efficiently solve the problem of unimpeded international freight.

  Study the possibility of developing an information exchange system for international trains.
