This is reported by Bloomberg, citing informed sources and diplomatic documents.

The agency refers to a dispatch from Danish diplomats expressing the opinion that Ukraine does not fully meet the criteria regarding the stability of institutions that guarantee democracy, the rule of law and human rights.

In addition, the document clarifies that Ukraine needs to "fundamentally improve the legislative and institutional framework" if it wants to succeed in this area.

According to the agency, as a compromise, Germany offers the option of granting Ukraine conditional candidate status. 

Earlier, EC spokesman Eric Mamer said that the European Commission on June 17 will discuss granting Ukraine the status of an EU candidate country.

Prior to this, Italian Prime Minister Mario Draghi said that most countries are against granting Ukraine the status of an EU candidate.

The French Foreign Ministry did not rule out that Ukraine's accession to the EU could take up to 20 years.
