  Working hard to research business

  When talking about how he stepped into the social security system, Pei Yu bluntly said that it was purely a coincidence.

Back in early 2002, the Haidian Social Security Center was still working in Suzhou Street, Haidian District. Due to work needs, a group of social security handlers were openly recruited to the society.

"At that time, I had no concept of social insurance. I thought it was similar to commercial insurance, so I signed up with the mentality of giving it a try." Pei Yu said.

  After written test and interview, Pei Yu was hired by Haidian Social Security Center.

He still clearly remembers that the first day he went to work at the Haidian Social Security Center was on February 28, 2002. The assigned position was a window handler of the Pension Insurance Department. He was "nervous and excited" and felt novel about social security work. It's mysterious, and the day is spent observing and learning.

  After a period of employment, he really understood the meaning of social insurance: to provide protection for everyone, record life, serve life, and protect life.

  In order to help the incoming colleagues get familiar with the business as soon as possible, the Haidian Social Security Center arranged for "old employees" to provide guidance.

  During work, Pei Yu was so focused on his work that he would definitely arrive at the unit before 7:30 in the morning, and follow the teacher to learn social security management business while working. After get off work, he would often study business policies in the office until the dead of night.

Especially in winter, the sun has not yet come out when I leave the house, and it is already dark when I leave the work unit.

  In Huang Yanhong's eyes, Pei Yu is a person who spares no effort and is willing to work hard in business.

He also prepared a small notebook, whether it is the harvest in the work or the business problems encountered, it is recorded on it.

  "Doing a good job in the social security business requires accumulation and precipitation, and I am also accumulating and precipitation." Pei Yu said.

  One day at about 10:30 in the morning, a clerk from an insurance unit in Haidian District came to the service window where Pei Yu was located and said that he would handle the new pension insurance business for more than 200 people.

  Pei Yu recalled: "At that time, computers were not widely used. To increase or decrease the number of people participating in pension insurance, the clerks of the participating units needed to fill in the corresponding forms manually. We then manually filled in the names, ID numbers, payment bases, etc. The information is entered into the system, and at the same time, the computer serial number is handwritten in the form of the insured unit.”

  As a newcomer, Pei Yu did not have lunch, and completed the new pension insurance business for more than 200 people in one breath.

  Effort pays back.

In 2010, as a business talent, Pei Yu was promoted to the head of the pension insurance department of the Haidian Social Security Center.

  In October of the same year, the 17th meeting of the Standing Committee of the 11th National People's Congress passed the Social Insurance Law.

This is the basic law in the field of social insurance in my country. It is of great significance to regulate social insurance relations, build a social insurance system, and safeguard the legitimate rights and interests of citizens in social insurance.

  On July 1, 2011, the Social Insurance Law came into effect.

Before and after the implementation of the law, the Haidian Social Security Center cooperated with the Haidian District Human Resources and Social Security Bureau, and staff braved the sweltering heat to take to the streets to publicize the Social Insurance Law.

As an expert in social security handling business, Pei Yu also conducted a training on social insurance law for a research institute in his jurisdiction, explaining in detail the transfer and continuation regulations.

  Pei Yu found that with the promulgation and implementation of the Social Insurance Law, buying a house, buying a car, and going to school for children are all linked to social insurance. Times are worlds apart.

  At the beginning of 2013, Haidian Social Security Center ushered in a major institutional change, which provided Pei Yu with new development opportunities.

Approved by the superior, according to the new "Three Sets" plan, Haidian Social Security Center has established a new institution - the Transfer and Continuity Section.

  Behind this is the increasing importance of the transfer and continuation of my country's endowment insurance relationship.

Pei Yu explained that for a long time, one of the main obstacles affecting the expansion of the coverage of the basic old-age insurance system is that the old-age insurance relationship cannot be transferred and continued when workers move across the overall planning area, resulting in low enthusiasm for workers to participate in the insurance.

  In order to solve this problem, on December 28, 2009, the General Office of the State Council forwarded the Ministry of Human Resources and Social Security and the Ministry of Finance "Interim Measures for the Transfer and Continuation of the Basic Pension Insurance Relationship for Urban Enterprise Employees".

According to the interim measures, when insured persons move across the overall planning area and work in urban areas, the basic endowment insurance relationship can be smoothly transferred and continued.

  From February 2010 onwards, all social security agencies in Beijing can accept the transfer and continuation of endowment insurance relationships.

In Haidian Social Security Center, this business is jointly responsible for the pension insurance department.

  According to Pei Yu's observation, with the development of pension insurance relationship transfer and continuation work, the endowment insurance relationship transfer and continuation business accepted by Haidian Social Insurance Center has increased significantly. Doing business is a challenge.

  In this context, Haidian Social Security Center has carried out institutional reforms and established a transfer and continuation section from the endowment insurance part to adapt to this new work situation and better implement national laws and policies.

  According to the work arrangement, the chief of the transfer and continuation section was selected by competition, and qualified Pei Yu signed up for the competition.

After the written test, interview, publicity and other links, Pei Yu stood out and took office on May 3, 2013.

  In Pei Yu's view, after the establishment of the transfer and continuation department, centralized handling of the transfer and continuation business will help to solve the transfer and continuation problems encountered by the insured.

  Soon after, an employee of a central enterprise went to the Haidian Social Security Center to apply for transfer and continuation business. The window handler found that the employee who was about to retire had worked in multiple places and paid endowment insurance premiums, but the payment period in each place was the same. Not enough to handle the conditions for receiving pension benefits, his household registration is in Haidian District, Beijing, but he did not participate in insurance in Beijing.

This means that it is difficult for him to go through retirement procedures in Beijing.

  The problem finally came to Pei Yu.

  How to solve the employee's difficulties within the scope permitted by laws and policies?

After repeated research on national policies, Pei Yu found that as long as the employee's endowment insurance relationship bearer is resolved, he can collect his various endowment insurance payment records together, and then meet the requirements for retirement.

  Therefore, Pei Yu applied to the leaders of Haidian Social Security Center to establish a virtual pension insurance account in the name of Haidian Social Security Center, then added the employee to the virtual account, and then connected the payment records scattered in various places. The street where his household registration is located finally successfully solved his retirement problem.

  Over the years, Pei Yu and his colleagues have solved one problem after another for many insured people.

"With a little more effort, the masses can save a lot of trouble." Pei Yu said with emotion.

  Active as Bold Innovation

  Provide convenient social security services

  At work, Pei Yu actively explores how to provide more convenient social security services for the masses.

Sending a reminder letter for transfer and continuation is one of the most representative ones.

  At that time, the transfer and continuation business could only be handled manually, and there was no unified information system among the provinces, so the handling cycle was relatively long.

Specifically for the Haidian Social Security Center, the business handling involves Beijing and other places, and generally it is a letter.

If you go by registered mail, it normally takes three or four months to complete.

  One insured has repeatedly reported that the endowment insurance transferred from other places to Beijing has never been settled.

Pei Yu arranged for the staff to repeatedly verify and found that this was because the foreign social security agency did not transfer the funds and did not mail the information form to Beijing.

  Pei Yu is keenly aware that this may be a disconnection in the transfer and continuation process of foreign social security agencies.

As a result, the Haidian Social Security Center sent a letter to the foreign social security agency involved in the insured, reminding the other party that the handling period of 3 months had exceeded.

After urging, the transfer continuation applied by the insured was successfully completed.

  Subsequently, Pei Yu led his colleagues to analyze and found that the reasons for the unfinished transfer for a long time can be roughly divided into two categories: the unfinished transfer is mostly due to the unfinished transfer of funds from other places, and the information form issued by other places has not been mailed to Beijing; Most of the unfinished cases are that the contact letter was not mailed to Beijing from other places, resulting in a business interruption in the transfer.

  "There was no concept of urging or co-organization in all documents at that time. In order to avoid long-term stay of unfinished business, we creatively designed co-organization letters and urging letters to communicate with foreign social security agencies, which effectively strengthened the cross-provincial agency. At the same time, it can also be used as a basis for dealing with transfer and continuation business issues." Pei Yu said.

  In actual work, for the transfer and continuation business that exceeded the handling period, the foreign social security agency has not handled it in time, Pei Yu arranged for staff to screen out the relevant data one by one, and sent a reminder letter to the local social security agency.

  In September 2013, Haidian Social Security Center began to manually issue a letter of reminder for transfer and continuation.

In October of that year, Haidian Social Security Center mailed more than 3,000 reminder letters to social security agencies around the country for the unfinished business of transferring the pension insurance relationship.

  This approach not only finds out the basics for handling the transfer and continuation of the pension insurance relationship, but also reminds the social security agencies in other places to remind the other party to handle the transfer and continuation business as soon as possible.

At the same time, it can also let the working people know the progress of the application matters.

  During this period, Pei Yu also had regrets.

Due to the limited working conditions at the time, the data were all screened manually. Generally, a reminder letter could be mailed by registered mail every six months, and the follow-up effect was relatively poor.

But this is a microcosm of the conscientious service provided by Haidian Social Security Center to the masses as much as possible under the conditions at that time.

  To Pei Yu's surprise, the reminder letter they designed was regarded as an early social security service method in the national social security management system.

  After taking the management position, Pei Yu spent a lot of time on receiving the insured.

  Once, Zhao Mou, an insured person from a place in Northeast China, came to the transfer window of the Haidian Social Security Center to apply for the transfer and continuation business.

The handling personnel found in the follow-up material verification that Zhao had a one-time "personal supplementary payment" experience of 3 years of pension insurance in other places.

  Regarding this practice that is not in line with national policies, the handling personnel immediately communicated with the local relevant departments and learned that the other party has gone through the repayment procedures for Zhao according to local policies.

The handling staff explained to Zhao over the phone and asked him to apply for a refund of the supplementary payment fee in accordance with the national policy, and cancel the "personal supplementary payment" business.

Zhao became so angry that he went to the transfer and continuation hall that afternoon and asked to see the person in charge by name.

  Pei Yu received him, and Zhao came up with a series of questions.

After patiently listening to Zhao's complaints, Pei Yu explained to him with reason.

By explaining the national policy, checking the records of communication with the relevant local departments, taking Zhao to the administrative department for retirement approval, and analyzing the pros and cons of the matter, Pei Yu was busy from 1:30 p.m. to 7:00 p.m.

In the end, Zhao Mou left convincingly.

  In January 2015, the State Council issued the "Decision on the Reform of the Pension Insurance System for Staff of Government Institutions and Institutions", which stipulated that the basic pension insurance system combining social pooling and personal accounts was implemented in a unified manner between government agencies and public institutions and urban employees, ending the "dual-track pension system". ".

  In Pei Yu's impression, after the decision was released, many staff of government agencies and institutions called the Haidian Social Security Center to inquire about relevant issues, and invited him to teach in relevant units.

After the class, everyone inquired about how to transfer and continue the old-age insurance relationship after participating in the insurance.

  "Because the country had not issued detailed implementation rules at that time, I was at a loss and could only suggest that they wait for the detailed implementation rules," Pei Yu said.

  In 2017, the General Office of the Ministry of Human Resources and Social Security successively issued the "Notice on Issues Concerning the Transfer and Continuation of Basic Endowment Insurance Relationships and Occupational Annuities in Government Institutions and Institutions" and "Regulations on the Handling of Basic Endowment Insurance Relationships and Occupational Annuity Transfers in Government Agencies and Institutions (Provisional)". )".

  Pei Yu was very happy when the document was delivered to him. For the grass-roots social security handlers, they knew how to do the work when the policy had detailed implementation rules, and the insured also knew how to answer when they came to consult.

  In order to understand the national policies, in the next week, Pei Yu studied the relevant clauses one by one in the office after get off work, and organized colleagues in the department to systematically study relevant policy documents to improve everyone's business handling level.

  From manual to one-click processing

  Conscientiously perform urgent tasks

  In the past two years, with the advancement of informatization, the transfer and continuation business has been realized from manual processing to online "one-click processing".

  On September 15, 2019, the National Social Insurance Public Service Platform (hereinafter referred to as the Ministry Network Platform) was officially launched, providing social insurance inquiry, insurance registration and other services for insured personnel, making it more convenient and efficient to handle social insurance business.

  According to Pei Yu, the Beijing urban employee endowment insurance transfer and continuation system was connected to the Ministry's network platform on April 27, 2020, but the Ministry's network platform at that time could only view information and could not actually handle the transfer and connection business.

More than a month later, Beijing and Tianjin were the first to connect the systems. The transfer and connection of the pension insurance relationship between the two places no longer relies on paper forms, but directly transmits electronic data.

  Pei Yu said that it was not long before the endowment insurance transfer and continuation business in Beijing and Tianjin were connected. On July 1, 2020, the Ministry Network platform opened the online application service for the cross-provincial transfer and continuation of employee endowment insurance relations.

  This means that insured persons who are employed in inter-provincial mobility can apply for transfer of their enterprise employee endowment insurance relationship after participating in the insurance and paying premiums in the new place of employment.

The insured can log in to the platform of the Ministry of Commerce, and after the real-name authentication, select the "Application for Transfer of Enterprise Employee Endowment Insurance Relationship" service, fill in the relevant information of the transfer application and submit it, and then the application can be completed.

  For example, Pei Yu said that the Haidian Social Security Center, as the transfer agency, accepts applications online and conducts background audits.

After verification, if the transfer conditions are met, the follow-up transfer process will be started.

Applicants can inquire about the online application review result information and the subsequent transfer progress through channels such as the Ministry Network platform and the "Handheld 12333" App.

  Haidian Social Security Center conducts information exchange through electronic data, replaces paper contact letters with online data sharing, exchanges information with other provinces and cities, and upgrades from manual registration and entry of paper forms to online transmission and electronic data confirmation, and the handling time is limited. Reduced from the previous 45 working days to 15 working days.

  When encountering business applications that need to be expedited, Haidian Social Security Center can complete the transfer and continuation business in three or four days through the Ministry's network platform.

  Not long ago, an insured person went to the Haidian Social Security Center to apply for an expedited transfer of the old-age insurance relationship.

In a hurry, Pei Yu instructed the insured to log in to the Ministry Network platform at the handling window and submit the application.

After the Haidian Social Security Center accepts the application, while urging the out-of-town social security agency through the system, it instructs the insured to contact the local relatives and friends to remind the social security agency to review it in time, "After the other party's review, click on the computer, and the data can be transferred to We. After we received the data and reviewed it, we clicked on the computer to confirm, and the matter was done. Before that, we had to send and receive letters by registered mail, and we couldn’t finish it within two or three months.”

  In Pei Yu's view, electronic business management does not mean that you can sit back and relax.

He arranged for a special person to be responsible for data screening and application review. The staff cleaned up the newly added data in the transfer system of the Ministry of Human Resources and Social Security on a daily basis to ensure that the data was cleaned up on a daily basis.

  It is precisely because of the normalization of daily data clearing that many "system stuck" problems have been solved in time.

  For example, Pei Yu said that Ms. Zhang, the insured, had several records of transfer applications transferred from other places, and these transfer applications were all rejected by the social security institutions in other places.

It is understood that Ms. Zhang was over 40 years old when she participated in the insurance for the first time and paid the premiums in other places. The pension insurance account was a "temporary account", and the pension insurance payment period in Beijing was less than 10 years.

According to the transfer-in application requirements, those who have paid pension insurance in Beijing for less than 10 years cannot upload the data of the "temporary account" online, so the corresponding data cannot be uploaded online temporarily.

  Afterwards, Pei Yu arranged for the staff to contact Ms. Zhang actively, informing her that the transfer application would be manually entered by the staff.

After manual material review, Ms. Zhang's transfer application was successfully uploaded and completed within one week.

  Today, insured persons can apply for the transfer and continuation of the pension insurance relationship through multiple channels, such as the Ministry Network platform, Beijing Tong App, Alipay, etc.

  "The current number of applications for transfer and continuation business has surged." Pei Yu said that in 2017, the Haidian Social Security Center completed 7,980 transfers and continuation services throughout the year, which will increase to 73,090 in 2021.

From January 2012 to May 2022, the endowment insurance relationship transfer and continuation business of Haidian Social Security Center handled 96,850 transfers in and 199,806 out.
