As specified on the website of the State Duma, the deputies proposed a number of amendments for the second reading.

“In particular, decisions of the ECtHR adopted after March 15, 2022, from the date the Russian Federation filed an application to withdraw from the Council of Europe, will not be implemented.

Also, the payment of monetary compensation under the ECtHR rulings, which entered into force before March 15, will be made only in rubles and only to accounts in Russian banks,” said Vyacheslav Voldoin, chairman of the lower house of parliament.

In addition, the decisions of the Russian courts will take precedence over the judgments of the ECtHR.

At the end of April, it became known that the Prosecutor General's Office of Russia stopped cooperating with the European Court of Human Rights after Russia's withdrawal from the Council of Europe.

On March 16, the ECHR informed that it was suspending consideration of all complaints against Russia after the country ceased to be a member of the Council of Europe.
