Yemen..a second round of road consultations and the government's refusal to try to circumvent the Houthis

Today, in the Jordanian capital, Amman, the second round of consultations to open roads and crossings will start between the government delegation and the Houthi militia delegation under the auspices of the UN envoy to Yemen Hans Grundberg, in light of the Houthis' intransigence and their refusal to open the main roads in Taiz.

Sources familiar with the course of the consultations in Jordan stated that the government delegation announced, during its meeting with the UN envoy, its rejection of the Houthis' attempt to circumvent the proposals to address the file of roads and crossings, by building a dirt road northwest of the city of Taiz for military purposes.

The government delegation negotiating to open the roads said in a statement that the militias' unilateral action to open an unknown dirt road is an open attempt to frustrate the efforts of the United Nations and circumvent the ongoing consultations.

He added, "Such methods, which the group used to impose its unilateral vision, completely violate the essence of the ongoing discussion process, and undermine the international efforts to resolve this humanitarian file, and clearly reveal prior intentions to evade the obligations stipulated in the armistice, and turn consultations from its humanitarian side into Military file.

The government delegation called on the UN envoy, Hans Grundberg, to expedite his legal, moral and humanitarian responsibilities in confronting these scandalous games, and to put pressure on this group to stop these farce and respect the ongoing discussions under the auspices of the United Nations.

He also called on the international community, and the whole world, to condemn the brutal siege imposed by the militias on Taiz governorate for seven years, and to put serious pressure on these militias to respect agreements and understandings, and to stop dealing with humanitarian issues in this shameful way, and to quickly adhere to the terms of the UN armistice that requires the opening of main roads Facilitating the movement of civilians and goods, as a human right guaranteed by all international and humanitarian laws and norms.

The militias had promoted, through their media, that they had begun to open roads and crossings in Taiz, which has been besieging it for eight years, while local sources in the city of Taiz revealed information that the Houthi goal of building a dirt road northwest of the city is to reach the air defense camp at the airport. Al-Qadim, and Jabal Jarrah, a group of ruling Al-Tabbab in northwest Taiz.

The sources pointed out that the militias have been unable over the past years to reach these military sites, and they are trying to exploit the truce and Jordan's consultations in order to open roads to those military sites.

Military and media observers and activists in Taiz believe that the new road, which is 12 km long, has nothing to do with easing the besieged city, and that the militias are seeking through it to achieve a military goal, given that the road leads to Tabab and the ruling heights where the militias were unable to create any road in the past.

 The new road passes from Sixtieth Street, through the 50th Street and the villages next to the air defense camp in the old airport, areas in Al-Bararah, and 24th Street, all the way to Al-Arbaeen Street, north of Taiz, and Al-Zanqal Market, and from there to the city center.

Meanwhile, hundreds of residents of the city of Taiz continued to hold vigils for the second week in a row, in front of the contact lines to denounce the siege of the city by the Houthi militias and their refusal to open the main roads.

The protesters expressed their categorical rejection of the Houthi militia's moves regarding the construction of a secondary road linking 50th Street to 60th Street and winding towards the city of Al-Nour, west of Taiz.

Regarding violations of the truce, the militias bombed residential neighborhoods in the Al-Hasab area, north of the city of Taiz, with artillery and snipers, from their positions in Al-Qari' hill overlooking the new road.

In Marib, the government forces thwarted infiltration attempts by Houthi elements towards their positions in the Ramli and Jabali axes, and were able to inflict heavy losses on them, according to field sources, noting that the militias carried out the forced displacement of a number of villagers in Raghwan District, northwest of Marib.

In Amran, north of the capital, Sanaa, violent Houthi-Houthi clashes erupted during the past hours, against the backdrop of a conflict between Houthi leaders from Saada, Hajjah and Amran, over the sharing of taxes and the distribution of the looted lands belonging to the endowments.

Local sources indicated that 20 Houthis were killed in those clashes, most of them from tribes belonging to the governorates of Al-Jawf and Amran.

In Aden, the Presidential Leadership Council continued arrangements to promote broad national consensus, through its repeated meetings with the Chairman of the Consultation and Reconciliation Commission, Muhammad al-Ghaithi and his deputies, Abdul-Malik al-Mikhlafi, Sakhr al-Wajih, Jamila Ali Rajaa, and Akram al-Amiri.

The official Saba news agency stated that a meeting held today, Sunday in Aden, between the leadership of the Council and the presidency of the Consultation and Reconciliation Commission, dealt with the mechanism of work of the supporting body of the Council, in order to ensure the implementation of its legal mandate, and to promote broad national consensus in response to the aspirations of the Yemeni people to restore state institutions and achieve peace and stability in the country.

The Chairman of the Leadership Council, Rashad Al-Alimi, stressed the importance of concerted efforts in the current exceptional stage, including unifying the visions and goals of the various national forces and components, and consolidating Yemen's belonging to its Arab incubator.
