Members of the Federal National Council are directing six parliamentary questions to the Minister of Human Resources and Emiratisation, Dr. Abdulrahman bin Abdulmanan Al-Awar, about the files of Emiratization, retirement, unemployment, terms of employment and bonuses in the private sector, during the Council’s session scheduled for tomorrow.

Member of the Council, Obaid Khalfan Al-Ghoul Al-Salami, confirmed that he will submit a parliamentary proposal in the context of his question regarding “employing citizens in the private sector, within the fifty projects initiative”, aimed at bringing the “Nafis” initiative out of its virtual reality into the actual reality, by adopting and sponsoring a competitive council. Emirati cadres, holding three employment fairs annually in the name of "Nafis", with the participation of companies and institutions concerned with the initiative.

The Council will hold its session tomorrow, headed by Saqr Ghobash, to discuss a federal draft law regulating commercial agencies, in the presence of the Minister of Economy, Abdullah bin Touq Al-Marri, and a number of ministry officials and government representatives.

The session will witness seven questions from six members, six of which are directed to the Minister of Human Resources and Emiratisation, about the files of Emiratisation, retirement, unemployment, terms of employment and bonuses in the private sector, and the seventh question is directed to the Minister of Economy, about "sellers' promotion of perfumes."

The questions directed to the Minister of Human Resources and Emiratisation begin with a question from member Afra Bakheet Al-Alili about the conditions for appointing new graduates in the private sector, followed by a question from member Obaid Khalfan Al-Ghoul Al-Salami, about the employment of citizens in the private sector, within the fifty projects initiative, while member Adnan Hamad directs Al Hammadi asked a question about benefiting from the experiences of retirees in the labor market. The member Kifah Muhammad Al Zaabi asked a question about the job search journey for those over the age of 30. The second deputy chairman of the council, Naama Al Sharhan, asked a question about the annual bonuses, and finally, the member Maryam Majid bin Thaniya, a question about the unemployment rate in the country.

Obaid Khalfan Al-Ghoul Al-Salami confirmed that his question is concerned with “employing citizens in the private sector within the initiative of the fifty projects,” within the framework of parliamentary interaction with the series of government measures recently taken by the Council of Ministers, and which entered into force in the past days, regarding support for the file of Emiratisation in the country. And to identify the ways and mechanisms of the Ministry of Human Resources and Emiratisation to implement these decisions, which serve tens of thousands of citizens.

The text of the question, according to the formula that Al-Salami submitted to the council, is: “I would like to direct the following question to the Minister of Human Resources and Emiratisation, Dr. Abdulrahman bin Abdulmanan Al-Awar. Our wise leadership has directed the allocation of 24 billion dirhams to accommodate 75,000 citizens in the private sector during the next five years, at an average of 15,000 jobs annually, within the framework of the program launched by the government of the United Arab Emirates, within the second package of the fifty projects, aimed at supporting and strengthening the national economy and achieving a qualitative developmental leap in the UAE, and since it is within the competences of the Ministry of Human Resources and Emiratisation to conduct follow-up and evaluation of the process Employing citizens in the private sector, so what are the ministry’s procedures to follow up on the implementation mechanism for the employment of citizens in the private sector during the next five years?

Al-Salami told "Emirates Today": "Over the past years, we have witnessed many initiatives launched by the ministry, with the aim of raising Emiratisation rates for private sector establishments and institutions, but on the ground, they did not achieve remarkable success for various reasons, the most important of which was the lack of real and positive interaction from parties Working with those initiatives, but with the Cabinet taking over this file and issuing many decisions and initiatives that require and motivate employers to resettle, as well as attract and motivate citizens to work in the private sector, I thought it necessary to ask this question to find out the tools and mechanisms that the ministry possesses to ensure the success of The government’s intention to provide 75,000 jobs for citizens in the private sector during the next five years.”

He added: “In digital terms, employers of the private sector, which are registered under the responsibility of the Ministry of Human Resources and Emiratisation, are required to provide 15,000 real jobs for citizens annually. Emiratisation, especially in light of the rumors that some companies will re-employ citizens who already work for them and transfer them to the Nafes initiative, within the required Emiratisation numbers?

Al-Salami indicated that his question will also address the developments and challenges of cooperation and coordination between the Ministries of Human Resources and Emiratisation, and Higher Education, to create specializations that are in line with the requirements of the labor market in the country, stressing that it is not correct for state universities to occupy high ranks among their counterparts in the world, while not Its graduates find real job opportunities.

Al-Salami revealed that he would submit a parliamentary proposal that would increase the interaction of companies and individuals with the Emiratisation file, by adopting and sponsoring the Emirati Cadres Competitiveness Council, holding three employment fairs annually in the name of “Nafis” with the participation of companies and institutions to contribute to the “Nafis” initiative, with obligating each institution at the end of the year. Each exhibition announces the number of jobs and training opportunities that have been provided, along with the names of the citizens who have been selected.

He said that this proposal takes the "Nafis" initiative from its virtual reality, which has undoubtedly achieved tangible success, to the actual reality that will achieve much better results, through direct friction between national cadres and employers, "what achieves a lot of satisfaction among citizens in Emiratisation file.

The Second Deputy Speaker of the Federal National Council, Naama Abdullah Al-Sharhan, confirmed that she will direct a parliamentary question to the Minister of Economy, Abdullah bin Touq Al-Marri, during the parliament’s session tomorrow, about the “negative effects of sellers’ promotion of perfumes in commercial markets,” explaining that the question aims to address the phenomenon of promoting perfumes.
