The Generalitat not only seeks to breach the ruling of the Superior Court of Justice of Catalonia (TSJC) by refusing to introduce 25% of Spanish in all schools in Catalonia, it also contemplates eliminating that quota of Spanish from the 47 classrooms where it is already applied by the judicial victory obtained individually by families such as the one from Canet de Mar.

The Ministry of Education intends that all the schools in the region adapt their "linguistic project" to the decree approved on Monday by the Government and sent yesterday to the directors of the centers.

The text makes no allusion to percentages of Spanish, it only recognizes Catalan as the vehicular language and specifies that schools that do not comply with these precepts must "adapt" to them.

Otherwise, the Generalitat will intervene to force them to swallow the ruse devised to disobey the ruling of the High Court.

The instruction that the counselor

sent to the schools yesterday included a survey in which the directors were asked if "the linguistic project [of their center] foresees that Catalan, as the language of Catalonia, is the language normally used as a vehicle and for learning” and if “the linguistic project avoids the use of percentages in the teaching and use of languages”.

The schools are obliged to answer and, if they answer negatively to any of these two questions, the Generalitat will understand that their language plan "does not comply with the regulations" and will order them to modify it.

In practice, the schools that have had to apply 25% of Spanish in some of their classes to comply with final rulings addressed to their directors are being invited by the Generalitat to point out that their linguistic project does not respect the new educational decree, to that the Government urge them, later, to correct this situation.

Cambray's instruction also includes a thinly veiled threat to teachers who feel tempted to rebel against the linguistic imposition of the Generalitat.

"Teachers cannot opt ​​for a different use of the language than that provided for in each linguistic project and are ultimately responsible for its compliance for all purposes," reads the order signed by the Minister of Education, who yesterday publicly delved into that warning when declaring: «A teacher cannot choose in which language he teaches the class».

Next, the ERC leader warned that he will put the educational inspection to work with "specific action plans" to ensure that the monolingual system in Catalan continues to prevail beyond the deadline set by the High Court to comply with its sentence.

In fact, this control has already been carried out since last January, when the Generalitat began to apply the so-called Plan for the Promotion of the Use of the Catalan Language in more than 200 schools, which includes "observations" by the addresses of the schools within the classrooms «if they know that there are teachers who do their teaching in Spanish».

After notifying the teachers and directors of its intentions, the Generalitat sent a letter to the TSJC to demand that it "declare the legal impossibility of executing the sentence" and that it accept the alternative proposal devised by the Government and consisting of modulating the use of languages depending on the environment of each center but without setting, in any case, a minimum percentage of Spanish, as required by the High Court ruling.

The letter from the Catalan Government was accompanied by the decree with which it intends to circumvent the sentence.

Although it has already entered into force, the order of the Government must still be endorsed in Parliament, but this procedure does not run any risk.

The commons have already advanced that they will collaborate with the independence movement so that the decree does not decline.
