According to Anne Brunner, director of studies at the Observatory of Inequalities, “we must use the term rich when it seems justified.

We propose setting a wealth threshold at 3,673 euros per month for a single person or 5,500 euros for a couple, all after taxes.

4.5 million people are affected.

This threshold is calculated by taking into account the median standard of living.

"The one in the middle of society, which we multiply by 2," she explains.

A person who earns more than twice what the middle French earns is considered rich.

In Paris, this threshold is raised because of the cost of living in the capital.

"The entry threshold for the whole of the municipality of Paris is 5,790 euros per month after tax for a single person", details Anne Bruner.

And Ile-de-France concentrates wealth.

"17% of Ile-de-France households have assets that place them among the wealthiest 10%, according to INSEE in 2018", indicates the report.

In the top 20 large cities and districts (+20,000 inhabitants) where the richest are the richest, there are 11 Parisian districts, 5 towns in Hauts-de-Seine (Neuilly-sur-Seine, Saint-Cloud, Boulogne- Billancourt, Levallois-Perret and Sèvres), two towns in Yvelines (Maisons-Laffitte and Saint-Germain-en-Laye) and one in Val-de-Marne (Saint-Mandé).

In 20th place, we find the 6th arrondissement of Lyon.

In the 7th arrondissement of Paris, between the Invalides and the Eiffel Tower, “the so-called “Gros pebble 6” district is located at the top of the peak of the standard of living of the rich according to 2019 data from INSEE.

The entry threshold among the wealthiest 10%, after taxes and social benefits for a single person, is 264,500 euros per year (i.e. a minimum of 22,000 euros per month), ”reveals the report from the Obersavoire des inequality.

“In terms of housing, the astronomical prices per square meter prevent any population that is not at the top of income from settling there.

There is a very clear interpersonal relationship there, ”underlines the study.
