Unified system of public authority in the Russian Federation

On June 1, the law on a unified system of public power in the Russian Federation comes into force.

It establishes a five-year term for the regional parliaments.

The head of the subject of the Russian Federation will now officially be called either the governor or the head of the region, and his term of office will also be five years.

“This is a basic bill that contains direct norms and lays down certain parameters for the organization and work of regional authorities - executive, legislative, local governments,” said State Duma Speaker Vyacheslav Volodin.

Special passport for fans

From June 1, the rules for identifying and authenticating visitors to official sporting events will change - fans will be required to present a special passport to visit stadiums and sports complexes.

Innovations have been introduced into the federal law “On Physical Culture and Sports in the Russian Federation”, they are designed to ensure the safety of public order during competitions. 

Each fan will have to receive a personalized card, which will need to be presented both when buying a ticket and at the entrance to the stadium.

The FAN ID can be issued on the unified portal of public services.

The list of events for which a document is required will be determined by the government.

At the same time, the issuance of a passport may be refused if the fan has previously been involved in violation of public order at the competition, or if the person has a court ban on attending matches.

Increase in pensions and minimum wage

From June 1, the living wage, pensions for non-working pensioners and the minimum wage will be increased by 10%.

The President of the Russian Federation Vladimir Putin gave the corresponding order.

As the speaker of the State Duma Vyacheslav Volodin noted, this important decision will protect citizens and allow compensating for rising inflation.

Minister of Labor and Social Protection Anton Kotyakov said that in total indexation should affect 35 million non-working pensioners.

According to him, the national average pension will increase by 1,760 rubles - up to 19,360 rubles.

The cost of living on average in the country will increase by 1,265 rubles - up to 13,919 rubles.

As Vladimir Putin noted, the initiative should lead to an increase in the part of social benefits and payments, which will become an additional help for many families with children.

Also, the Pension Fund of Russia is now automatically extending until September 1 the payment of an insurance pension for the loss of a breadwinner for recipients over 18 who have graduated from school and have not entered secondary or higher educational institutions.

At the same time, recipients of such payments will be able to count on them after September 1, if they confirm admission to a full-time study at a university or college, and also on condition that they are not officially employed.

They will receive such payments until graduation (but no longer than after reaching the age of 23).

The use of special equipment against air debauchers

From June 5, crew members and aviation security officers will be able to use special means to suppress illegal actions on board.

It will be possible to use special equipment on the basis of an order from the aircraft commander.

As the press service of the State Duma points out, the government of the Russian Federation will establish the list of special equipment, the rules for their use and the procedure for the crew.

Collection of fines automatically

Also, from June 5, officials of the Federal Bailiff Service of Russia will be able to automatically make decisions that do not require the personal participation of a bailiff.

We are talking about the initiation, refusal to initiate and termination of enforcement proceedings, the collection of a performance fee, the establishment and cancellation of restrictions for debtors and other decisions.

Personal identification and driver's license

From June 29, a procedure will come into force allowing the use of a driver's license for personal identification.

We are talking about situations where identification is needed for various monetary transactions.

From this date, citizens will be able to indicate the driver's license number as an additional document to the full name, passport series and number, as well as to the mobile phone number.

Threshold for payment of insurance premium for OSAGO and Casco

From June 29, the procedure will also begin to operate, according to which Casco and OSAGO payments in the amount of up to 40 thousand rubles will be made without identification.

The previous identification threshold of RUB 15,000 will remain in effect for other types of insurance.

Gun owners are required to report theft

From June 29, owners of weapons in Russia in case of loss or theft will be required to inform the units of the Russian Guard.

Amendments are being made to the federal law "On Weapons".

“About the loss or theft of weapons ... the person who legally owned them is obliged to immediately (but not later than 24 hours) report to the territorial body of the federal executive body authorized in the field of arms trafficking,” the document says.

In addition, the law will stipulate that weapons in Russia are recognized as a source of increased danger.

Medications off-label

The list of diseases or conditions contains 21 positions, including neoplasms, diseases of the blood, respiratory organs and endocrine system, malformations and chromosomal disorders, COVID-19, diseases of the nervous system, conditions requiring palliative care, bone marrow donation (for patients under 18 years).

“This will improve the quality and availability of medical care for children with serious illnesses,” the press service of the Ministry of Health indicated.

Travel agent credibility check

Tourists will be able to check the information about the travel agent before paying for the tour.

Until June 30, legal entities and individual entrepreneurs who conduct travel agency activities must enter information about themselves in the Unified Federal Register of Travel Agents.

Travel agents not included in the register will not be able to work.

The registry data will be available to all tourists - citizens will be able to check, in particular, whether the tour operator is operating legally.

The new rules are designed to reduce the number of cases of fraudulent activities in the tourism market.

Increasing fines for violating fire regulations in forests

Responsibility for violation of fire regulations in forests is being increased.

Thus, fines for citizens are increased by 15-20 times, for legal entities - two to three times.

The amount of penalties for citizens who violated fire safety rules in forests under the conditions of a special fire regime and an emergency regime will be up to 30-50 thousand rubles.

“For violation of fire safety requirements, which resulted in a fire and causing grievous bodily harm or death of a person, fines will amount to 2 million rubles,” the State Duma website notes.
