China News Service, June 1. The Hong Kong Special Administrative Region Government announced today (June 1) that after public and internal recruitment, Guo Yinshu was appointed as the Dean of the Civil Service College.

He will take over on July 5, 2022.

  Regarding the appointment of Kwok Yam-shu, the Secretary for the Civil Service, Mr Nip Tak-kuen, said, "Mr Kwok has served in the Police Force for 31 years, during which time he has worked in various management positions, including as Head of the Basic Training Centre of the Police College, Assistant Commissioner (Service Quality), Supervisory Office Commissioner and Deputy Commissioner of Police (Management). He has excellent leadership, management and organizational skills. He is also determined to improve the training of civil servants to better play the role of the backbone of the government and to ensure the full and accurate implementation of the 'One Country, Two Systems' policy. I am convinced that with Mr. Kwok's experience, talents and ambitions, he will be able to inject new impetus into the work of strengthening civil service training; and as the first dean, he will set the direction for the further planning and development of the college."

  Established in December 2021, the Civil Service Academy is a key project launched by the Government of the Hong Kong Special Administrative Region to strengthen the training of civil servants in various aspects.

The College is committed to providing a wide range of training programmes to meet the training needs of the entire civil service.

Among them, strengthening the civil servants' understanding of the Constitution, the Hong Kong Basic Law and the Hong Kong National Security Law, as well as their understanding of state affairs, is the top priority of civil servant training.

The Academy will also strive to strengthen leadership and innovation and technology application training, as well as enhance the international vision and acumen of civil servants.

In terms of training mode, apart from organizing training courses in Hong Kong, the Institute will also arrange training courses in the Mainland and overseas for civil servants, especially planning and strengthening training courses, thematic investigations and exchange activities for civil servants in the Mainland.

The College will also actively develop online resources to encourage civil servants to continue their studies.

  Guo Yinshu, 57, joined the Hong Kong Police Force as an inspector in 1990.

He was promoted to Senior Superintendent in 2007, Chief Superintendent in 2011, Assistant Commissioner of Police in 2014, Senior Assistant Commissioner of Police in 2017, and Police in 2019 Deputy Commissioner until his retirement from the force in April 2022.
