  The notice proposes that all localities and units should prepare early, deploy early, and implement early. Combined with the ongoing special rectification in the field of grain purchase and sales, carefully analyze and judge potential risks, clarify and compact the responsibilities of all parties, and focus on policy-based procurement and storage and the market. The supervision and inspection of the two markets for purchasing and purchasing shall be implemented to effectively protect the interests of grain farmers.

  The first is to strengthen the supervision and inspection of policy-based grain purchases, actively adapt to the new situation and changes in the purchase market, and strengthen the supervision and inspection of all links of minimum purchase price grain purchases, especially the fixed-point and purchase acceptance links.

  The second is to strengthen the supervision and inspection of market-oriented grain and oil purchases, increase the supervision and inspection of the market order of grain and oil purchases, supervise and guide grain and oil purchase and storage enterprises to strictly abide by the "five requirements and five prohibitions" purchase code; focus on strengthening the on-site supervision and inspection of grain and oil purchase activities , to check whether there are behaviors such as failure to pay for grain sales in a timely manner, harassment of agriculture, etc.

It is necessary to effectively standardize the acquisition behavior of grain purchasing and storage enterprises, and consolidate the management responsibility of the acquisition enterprises.

Grain and reserve departments in all regions should increase their efforts to investigate and deal with violations of laws and regulations during the acquisition period, and seriously investigate and deal with violations of the "Regulations on the Administration of Grain Circulation", harming the interests of the state, and harming the interests of grain farmers. It is stipulated that the disciplinary inspection and supervision organs and judicial organs will be transferred in time, and the high-pressure situation of grain-related violations and laws will always be maintained, and a clear signal of "zero tolerance" and "strong supervision" will be released to ensure a stable and orderly grain purchase market.

  According to the requirements of the notice, the objects of grain and oil purchase supervision and inspection are various entities engaged in grain and oil purchase activities within the jurisdiction (including management units, grain enterprises and warehouse points that determine policy-based storage points).

Among them, policy grain entrusted storage warehouses and leased warehouses are the key inspection objects.
