The "Notice" requires that all localities should conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, fight the battle for clear water in depth, keep an eye on the section where the water quality rebounds significantly during the flood season, and effectively strengthen the supervision of the water environment to ensure the safety of the water ecological environment.
The "Notice" pointed out that in recent years, the quality of the water environment across the country has continued to improve, but problems such as "holding up dirt" in the dry season and "storage and withdrawal" in the rainy season are prominent. There are obvious shortcomings in the environmental infrastructure in some areas, and the pollution intensity of some sections in the flood season is severe. Long-term high, urban and rural non-point source pollution is rising as the main contradiction restricting the continuous improvement of the water environment.
All localities should conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, fight the battle for clear water, pay close attention to the apparent rebound of water quality during the flood season, and effectively strengthen the supervision of the water environment to ensure the safety of the water ecological environment.
The "Notice" puts forward four work requirements.
First, attach great importance to the supervision of water environment during the flood season.
All localities should improve their political positions, strengthen their responsibilities, and strengthen risk prevention to avoid significant deterioration of water quality during flood seasons, or even sudden water pollution incidents, and resolutely maintain the bottom line of water environment quality and safety.
The second is to effectively strengthen pre-flood prevention.
All localities should refer to the water quality data during the flood season over the past years, determine the cross-sections that are the focus of attention in the flood season in their respective administrative regions, guide the relevant regions to analyze the main pollution sources affecting the water quality within the catchment area of the cross-section, clarify the main responsibilities of the administrative region where the cross-section is located and the pollutant discharge unit, and supervise the implementation of pollution control and prevention measures. .
The third is to do a good job in the analysis, judgment and disposal of the flood season.
All localities should give full play to the long-term role of rivers (lakes), strengthen the coordination and linkage of departments, strengthen the analysis of pollution intensity during the flood season, and immediately analyze and investigate the abnormal fluctuation section of water quality and take necessary disposal measures.
All river basin bureaus should carry out supervision and assistance for the areas where there are many water quality rebounds in the control section during the flood season and it is more difficult to control, and guide and promote the solution of outstanding problems.
Fourth, do a solid job in responding to sudden water pollution incidents.
All localities should effectively strengthen the emergency duty work during the flood season, give early warning to relevant enterprises and units in a timely manner, and implement risk prevention measures for environmental emergencies.
Any sudden water pollution incidents involving drinking water safety, heavy metal pollution, and possibly inter-provincial pollution should be reported to the Ministry of Ecology and Environment as soon as possible, and an emergency response should be initiated promptly, and effective measures should be taken to properly handle them.
The Ministry of Ecology and Environment will publicize and popularize the good experiences and good practices that have emerged in the water environment supervision work during the flood season in various places.
