The PSC chose sides.

The Catalan socialists yesterday abandoned the families of Catalonia who claim their right to bilingual schooling for their children and forced them to continue fighting for the application of 25% of Spanish in the courts.

The formation led by

Salvador Illa

allowed with their votes that the law designed together with the independence movement and the commons to circumvent the sentence of the Superior Court of Justice of Catalonia (TSJC) be processed by the urgent route to be approved next Friday, five days before the deadline imposed on the Generalitat to apply the ruling expires.

Regardless of the fact that the new norm does not end up serving to circumvent the sentence, the Government showed its intention to take advantage of the trick concocted by the new Catalan linguistic quadripartite to disobey the High Court.

"This law reaffirms the Catalan school model and protects the centers against the ruling that requires them to teach 25% of the school hours in Spanish," boasted the Minister of Education,

Josep Gonzàlez-Cambray

, after tying up the socialist support, which it allows secessionism to claim that it enjoys a broad "political and social consensus" in order to maintain immersion and install itself in contempt.

In an exercise of contortionism and public contradiction, Illa said yesterday that the agreement places Castilian as "vehicular" and that "we must comply" with the judicial resolution that sets 25% Spanish.

The truth is that the socialist label law does not establish any minimum percentage of use of Spanish in schools in Catalonia and relegates the common language to the condition of "curricular", equaling it to any other subject, such as English, and denying it, in any case, the vehicle status that continues to be granted exclusively to Catalan.

The PSC movement has activated the constitutionalist parties and entities opposed to the monolingual education system.

Vox and Ciudadanos -the PP does not have its own group in Parliament- agreed yesterday to file an appeal with the Consell de Garanties Estatutàries to try to delay the approval of the law and that it cannot see the light before the limit set by the TSJC to apply sentence.

The body dependent on the Generalitat has seven working days to resolve and it is assumed that it will speed up the deadlines so as not to truncate the Government's strategy, which on Friday intends to approve a decree to strengthen its reaction to the court ruling.

The Association for a Bilingual School of Catalonia (AEB), recently legitimized by the TSJC to demand the forced execution of the sentence, is already preparing to denounce the breach of the ruling if on June 1 the Generalitat is not applying it in all schools in Catalonia, as its latest maneuvers point out.

The goal is to prevent parents from having to signify themselves.

But also the parents who have received the endorsement of the High Court to claim the execution of the sentence may claim the directors to apply it.

The entities promoting bilingualism guess the disobedient claim of the Generalitat, but they do not grant the law promoted by the PSC the capacity to convince the TSJC that its sentence is already being fulfilled as the Government intends to settle the matter.

“There is no rule that prevents compliance.

The approved Law is not very different in its literalness from the current Education Law of Catalonia (LEC), which also provides that Catalan is the language normally used as the vehicular language.

The criterion of the TSJC does not have to change.

The 15 days were not an extension for the Government to do legal engineering to avoid the sentence, but to comply with it, "warns the lawyer

Pepe Domingo

, who designs the AEB offensive.

Fines and criminal liabilities

The also president of Impulso Ciudadano warns of "the possible criminal responsibilities of the authorities and officials responsible for the breach and the possible fines to the Minister of Education and compensation to the affected families."

«The senseless action of the Government of Catalonia can cost the coffers hundreds of thousands of euros in compensation.

This aspect should also be valued », he warns.

"The two parties of the Government of Spain have been involved in the deliberate objective of blocking the action of the courts," denounces the president of the AEB,

Ana Losada

, who accuses the PSC of being "lying" and warns that they will undertake all action to enforce the sentence.

“The counselor and directors must think about what to do,” she insists.

“Since it is a sentence that derives from the doctrine of the Constitutional Court, this legislative reform is irrelevant.

It is a legal-political scam unbecoming of a truly democratic parliament," adds

Gloria Lago

, president of Hablamos Español.

The president of Civic Coexistence,

Ángel Escolano

, also recalls that the TC doctrine establishes that "it is constitutionally obligatory that the two co-official languages be recognized as vehicular", which, in his opinion, reduces the PSC law to "a dead piece of paper and propaganda and in a totally ineffective way to circumvent compliance with the 25% sentence».
