Lebedev recalled that the plenum obliged the judges to discuss the possibility of choosing an alternative preventive measure, including bail, house arrest, etc. 

He stressed that the courts "do not fully realize the possibility of choosing preventive measures" that are not related to arrest.

Earlier, RT wrote that the head of the Federal Penitentiary Service of Moscow, General Sergei Moroz, during a meeting with members of the Public Monitoring Commission, expressed serious concern about the overcrowding of the capital's pre-trial detention centers, which now hold almost 12 thousand people instead of the 9150 limit.

Moroz advocated a wider use of house arrest and said that the Federal Penitentiary Service could provide it for 1.5 thousand people.
