Among the 250 members present, 208 voted in favor, 36 opposed, and 6 abstained. The appointment was passed by the Congress.
According to reports, Han Deok-su graduated from the Department of Economics of Seoul National University and obtained a doctorate in economics from Harvard University in the United States. After passing the civil service administrative examination, he served as the Minister of Commerce and Negotiations of the Ministry of Foreign Affairs and Commerce and the Chief Secretary of the President's Economy during the Kim Dae-jung government.
