According to the explanatory note, the authors of the initiative believe that this will help attract specialists in popular specialties, primarily those related to civilians, to military service under a contract, including in the field of medical support, engineering, and communications.

Currently, Russians aged 18 to 40, as well as foreign citizens aged 18 to 30, have the right to conclude the first contract for military service.

In November 2021, Russian leader Vladimir Putin signed into law a law allowing the President of Russia to increase the age limit for military service for marshals, generals of the army and admirals of the navy.

49 of the federal law "On military duty and military service".

Earlier, for military personnel with the military rank of Marshal of Russia, General of the Army and Admiral of the Fleet, the age limit for military service was set at 65 years.

These military personnel who have reached the age limit for military service may be awarded a new contract until they reach the age of 70 years.
