The application of the integrated platform for supervision and service is used as a means to further deepen the governance of off-campus training institutions, standardize the behavior of non-disciplinary off-campus training, and guide it to become a useful supplement to school education.

  Regarding the qualification review of non-disciplinary off-campus training institutions, in accordance with the "double reduction" document, guide localities to distinguish training categories such as sports, culture and art, and science and technology, clarify the corresponding competent departments, set standards for classification, and strictly approve.

As of April 30, 109,900 non-disciplinary off-campus training institutions have been included in the supervision and service platform supervision, of which 95,200 institutions have passed the qualification review, and the completion rate of the qualification review has reached 87%.

In terms of standardizing charging behavior, guide all localities to strictly implement training fees to be clearly marked, publicize charging items and standards, fully use the "Off-campus Training Service Contract for Primary and Secondary School Students (Sample Text)", and the time span of training fees should not exceed 3 months or 60 class hours, etc. To meet the charging requirements, organize investigations and rectifications to protect the legitimate rights and interests of students and parents.

Recently, various localities have rectified the irregular charging behavior of non-disciplinary off-campus training institutions found in the inspection one by one.

Regarding the supervision of pre-paid funds, 93,400 non-disciplinary off-campus training institutions in various regions have adopted bank custody or risk deposit methods to supervise pre-paid training in accordance with regulatory requirements, and 85% of the institutions are under supervision.

  In the next step, in response to the fact that the non-disciplinary off-campus training market faces a large number of institutions and training programs, the Ministry of Education will work with relevant departments to further strengthen top-level design, improve policy measures, and guide the development of deepening governance across the country.

Deploy non-disciplinary off-campus training institutions nationwide to check the bottom line, find out the bottom line of the institution, establish a management account, and comprehensively standardize management.

Regularly carry out daily inspections of the charging behavior of non-disciplinary off-campus training institutions, constantly standardize the charging behavior of institutions, strengthen the supervision of pre-paid funds, and prevent the occurrence of problems such as "difficulty in refunding" and "running with money".
